Introduction

This is highly responsible supervisory work involving the oversight of solid waste and recycling, collection and disposal activities.

Nature Of Work

An employee in this class is responsible for assigning, supervising, and reviewing the work of others engaged in solid waste and recycling collection and disposal activities. Work is of considerable difficulty and involves continuous planning, scheduling and routing assignments of personnel to ensure work is effectively performed with a major focus enhancing the department’s performance and customer experience objectives. An employee in this class is expected to possess a broad, advanced knowledge of integrated solid waste systems which must be applied in a varied and complex nature.  Under direction, work involves considerable public contact requiring the exercise of tact and courtesy to investigate and resolve citizen complaints.  Employees in this class may be required to work on-call, after hours, weekends and city observed holidays, on a rotating schedule.  Considerable initiative and independent judgment are required in interpreting collection rules and regulations and in supervising subordinate employees. Work is reviewed while in progress and upon completion through observation, reports submitted, and results obtained.

Examples of Duties

Supervises and coordinates a variety of considerably complex refuse collection and disposal activities involving residential, commercial, and special trash services in designated areas and districts; assigns, supervises, and reviews work activities on a daily basis; reviews demand/volume for routes; determines potential gains from re-routing and recommends route adjustments to the routing specialist.

Initiates route status operation reports which include high priority service alert messaging to communicate delays and other service related changes to affected customers; works closely with construction services/development review staff; maintains knowledge of code/site requirements as it relates to the placement and safe servicing of commercial containers; performs site review verifications and provides recommendations for site plan approval, denial and/or contingency comments.

Implements route audits to identify improvement measures that include productivity and safety.

Receives/tracks complaints relative to an assigned area, takes appropriate action and responds accordingly; responds to customer concerns and complaints; monitors field collection and verification of service using advanced technology (i.e. GPS /AVL); conducts field reviews of work in progress and determines if assignments are completed properly, timely and in accordance with Federal DOT regulations, City and departmental policies or applicable, respective DEP permits and EPC stormwater drainage requirements.  

Assists Division Superintendent in creating and ensuring a positive, team-oriented environment promoting maximum morale, productivity and efficiency; partners with Division Superintendent to understand key business objectives and related strategies that drive desired results; partners with management to understand the competitive environment and market dynamics and develops/implements comprehensive business strategies and plans that support growth objectives.  

Trains, supervises and reviews the work of subordinate employees engaged in waste and recycling collection services, including monitoring data entry and updates in the City’s Utility Management System; ensures the proper use and care of equipment and application of safety methods; recommends personnel actions such as employment, promotions, discipline, reprimands, transfers, demotions, suspension, and dismissals; responds to employee grievances; completes employee performance evaluations; approves leave and training requests and minimizes overtime usage.  

Coordinates the assignment of collection vehicles based on job priorities and vehicle and equipment availability; supervises the process of towing disabled and malfunctioning vehicles to repair facilities; monitors vehicle repairs and availability for re-entering into service; helps identify cases of vehicle abuse and operator neglect; serves as departmental first responder to accident/incident sites for investigation and documentation of accident/incidents; manages the end-of-day check-in process capturing and communicating key service, safety, and equipment issues; sets and monitors productivity, service, and safety targets for each route and driver; ensures drivers comply with physicals, drug or alcohol tests, and training required by regulatory agencies; reviews and audits documentation related to route operations on a daily basis (e.g., driver time and attendance, work orders and VCR books), following-up where appropriate.

Ensures completion of preventive and scheduled maintenance of equipment and performs minor maintenance and repair work; makes recommendations for altering preventive maintenance criteria on vehicles; reviews maintenance schedules to assure sufficient availability of vehicles to cover department responsibility; recommends equipment and machinery required for efficient production operations and for monitoring inventory level of supplies and materials.  

Serves in an emergency management role as assigned by department director.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Methods, materials, techniques, and equipment used in a variety of refuse removal activities; the city, its geography and street networks; operation and care of vehicles and equipment utilized in solid waste activities; vehicle maintenance scheduling techniques and procedures.

Working knowledge of: Effective supervisory techniques; occupational hazards and safety precautions; construction, assembly, and maintenance requirements of diversified refuse collection vehicles and equipment; materials, supplies, tools, and equipment stored and/or used in solid waste operations; clerical and financial record keeping employed in warehousing operations; computers and related software, to include field use of a tablet, iPad or mobile device.

Ability to: Plan, assign, lead, supervise, and review the work of subordinate employees; establish and maintain effective, ethical working relationships with employees, officials, and the general public; understand, interpret, and effectively carry out written and oral instructions; maintain records and prepare concise oral and written reports using technology and analytic data to provide metric performance reporting; analyze the organization’s competitive positions by considering market and industry trends; analyze existing and potential customers (internal and external) strengths and weaknesses as compared to competitors.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of progressively responsible experience in a solid waste operation including at least one (1) year of supervisory or lead employee experience; or an associate's degree in environmental management, physical, natural or biological science, public or business administration, or a related field and 3 years of related experience, including 1 yr. of supervisory experience.

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class “B” with Air Brakes. Ability to obtain NIMS levels 100, 200 and 700 and HAZWOPER and SWANA (Solid Waste Association of North America- Integrated Solid Waste Management Systems) certifications within six (6) months of employment.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
