Introduction

This is skilled, responsible lead work involving the operation of Solid Waste roll-off collection vehicles.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing lead work involving solid waste collection activities and the operation of roll-off collection vehicles. Tasks are of average difficulty with employee working under general supervision. The employee must exercise reasonable initiative and independent judgment in the interpretation of rules and regulations and in performing lead assignments. During the absence of the supervisor, or upon request, the employee acts as supervisor. The employee must be able to complete operational reports and interpret findings to help plan and define workplace goals. The maintenance of effective working relationships with coworkers and with the general public is required. Work also requires that particular attention be paid to safe driving practices as it might involve driving in high traffic areas at times during inclement weather. Work is reviewed while in progress and upon completion through observation and results obtained.

Examples of Duties

Drives an assigned vehicle on an established collection route and operates manual or automated loading and unloading equipment; places roll-off container at specified location.

Completes pre-trip and post-trip vehicle inspections; verifies that other employees comply with inspection requirements; reports maintenance requirements for immediate attention at the beginning and the end of each shift; assures vehicles are properly equipped, serviced, and cleaned; performs routine and minor maintenance such as checking tire air pressure, motor oil, fuel, and hydraulic oil, and bleeding brake air tanks; receives in-service training on vehicle safety, operating procedures, and maintenance.

Assists in the sequencing of customers on routes and monitors customers for proper service.

Provides training, guidance and orientation to lower-level personnel in proper procedures and safe methods for performing work assignments; ensures that complaints are serviced and verifies placement of compactors, roll-offs, etc.; oversees work of other solid waste staff assigned to collection activities.

Operates vehicle radio utilizing standard procedures; completes daily reports; notifies immediate supervisor of violations of solid waste regulations.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: fully automated, semi-automated, roll-off and manual loading solid waste collection vehicles; occupational hazards and appropriate safety precautions.

Ability to: demonstrate proficiency in the operation of solid waste equipment; use a computer to prepare daily activity reports; understand and follow oral and written instructions; anticipate problem areas and act to minimize or eliminate the problem; operate equipment with somewhat complicated mechanisms requiring dexterity and good hand eye coordination; perform work requiring physical strength and endurance during all types of weather; complete and submit oral and written reports in a clear, concise, and accurate manner; establish and maintain effective working relationships with others.

Skill in: safe operation and care of various types of automated solid waste collection equipment.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in solid waste collections, including front loading, side loading, roll-off or rear loading solid waste collection vehicles; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Class “A” or “B” Florida Commercial Driver’s License (CDL), with Air Brakes endorsement.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
