Supervises the enforcement of City of Tampa environmental codes, property-maintenance codes, and public nuisance regulations as well as solid waste rules, regulations and policies; reviews, critiques and modifies procedures to effectively review site plan activities with Construction Services Center.
Oversees and directs the departments technical and logistics teams to support field operations and office personnel in the event of a natural or man made disaster; review assignments and methods of each technical operation for efficiency and effectiveness.
Assists staff and legal department in contract changes and recommendations for execution; provides presentations to City administration and Council regarding the execution of the city code, site plans, policy changes, local and federal mandates, and new procedures.
Provides training and guidance to employees regarding areas of responsibilities (i.e. departmental software systems, contracts and code enforcement); coordinates public education meetings; assists in designing and/or formulating documents and literature for department policies and procedures; conducts/participates in periodic meetings with staff as well as with superiors to review project status; submits reports outlining team activities; creates and executes department work plans, benchmarking, and performance measures for all IT supervised functions to include standard operating procedures for code enforcement operations.
Perform administrative functions with regards to record keeping, planning, research, personnel training, and communications; assists in the budget process with regards to operational and capital improvement needs; respond to emergency situations regarding health, safety and welfare issues.
Performs requisite personnel functions to include: planning, assigning, supervising and reviewing work assignments; completing performance evaluations; approving leave and training requests; administering discipline as needed; adjusting work schedules to meet project and special event needs.
Performs related work as required.
Considerable knowledge of: methods, procedures, and documents required in the administration of municipal contracts, municipal code enforcement and /or computer technology.
Working knowledge of: laws, guidelines, and requirements governing contract structure and content; legal and standard composition procedures and processes; municipal administrative management principles and practices.
Some knowledge of: the principles, practices, and methods of accounting; office administrative and supervisory techniques.
Ability to: read, understand, and interpret legal documents; prepare a variety of documents in correct legal format, terminology, and phraseology; assign, schedule, supervise, and review the work of others; establish and maintain accurate technical operating records and prepare clear and concise oral and written reports; establish and maintain effective working relationships with other employees, officials, contractors, and the general public.
