Introduction

This is a highly responsible technical and supervisory position at the Waste to Energy plant.

Nature Of Work

The employee in this class performs responsible supervisory and administrative work overseeing all activities related to the safe, proper, and efficient operation of the waste to energy plant, in accordance with City policies, procedures, and standards. Performs complex tasks and devises new methods and procedures, which involve a thorough knowledge of plant operations and policies. Work is of unusual difficulty requiring the employee to possess a considerable amount of technical knowledge and expertise with a track record of successful supervision at a waste to energy plant. The employee exercises extensive initiative and independent judgment in providing technical guidance and supervision to ensure continuous operations and effective maintenance of the plant. As environmental conditions may change rapidly; the employee must ensure reliable and diligent monitoring of plant emissions.

Examples of Duties

Plans, directs, supervises, and coordinates the continuous, efficient, and safe operation of the municipal waste to energy facility and related equipment including quality control, laboratory testing, waste processing and disposal activities.

Performs several rounds of facility throughout each day.

Assists the Plant Manager in the formulation and implementation of policies and program objectives for the plant; conducts studies; prepares periodic special reports; assists and provides advice in the development of plans and specifications for replacement and maintenance of facility and equipment.

Supervises and trains facility personnel including professional, sub-professional, technical, and clerical personnel; participates in budget preparation and the expenditure of funds for operations and maintenance of existing facilities; assists in annual audits.

Operates, inspects, and monitors plant machinery and equipment which often requires climbing ladders, stairs and catwalks, exposure to large machinery and confined spaces; inspects ongoing activities for safety and environmental compliance and for adherence to standard operating procedures.

Reviews, interprets, and evaluates operating data and makes appropriate changes to procedures to ensure continuous and efficient operations and maintenance.

Develops plans for staffing, technical training, and continuous operation of the facility.

Performs personnel activities to include: recommending employment, dismissal, promotion, or transfer of employees; recommending salary increases and training; approving leave requests and scheduling operations coverage; serving as respondent in the grievance procedures; performs Kronos timekeeping duties; developing a safety program for employees.

Replies to technical queries from outside agencies and the general public regarding the waste to energy plant or process; coordinate matters such as pollution controls with regulatory and other outside agencies.

Participates in ensuring notifications and communications with regulatory agencies are generated as required, including communications to comply with established laws and ordinances.

Provides emergency support and training for plant casualty response. 

Updates and modify changes to all casualty response procedures as necessary.

Controls pit inventory levels throughout the year; works with City of Tampa Solid Waste staff to coordinate MSW diversions for plant outages and other events.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: industrial safety, operations, maintenance, and control of waste to energy power plants and the legal requirements for their operation; federal, state, and municipal rules, regulations and ordinances pertaining to waste to energy plant operations; supervisory/management principles, practices and techniques, and methods of organization for waste to energy plants.

Ability to: analyze technical plant operating problems and determine the proper remedial action; establish and maintain effective working relationships with employees, contractors, officials, and the general public; train employees in plant operations and routine maintenance; organize in report form and effectively present sound recommendations, both orally and in writing.

Physical Requirements

Ability to lift 40-60 lbs., mostly waling and standing; combination of working indoors and outdoors. Requires use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in mechanical or electrical engineering or related field with a minimum of five (5) years of experience in the operation of a solid fueled/waste combustion facility with a minimum of three years of experience in a supervisory role.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license      

Possession of QRO provisional or on-site certification or ability to obtain provisional within 6 months of employment; possession of or ability to obtain Chief Facility Operator QRO within 18 months of employment.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
