Introduction

This is responsible supervisory and technical work at the waste to energy plant.

Nature Of Work

An employee in this class performs responsible supervisory work related to the safe, proper, and efficient operation and maintenance of the waste to energy plant, in accordance with City policies and standards.  Under general supervision, the employee performs tasks of average difficulty requiring the exercise of reasonable initiative and independent judgment. Duties are varied and require analyzing facts to determine the proper course of action within the limits of standard procedure. Employees will be assigned to shifts on a rotating schedule.  Work is reviewed through observation, conferences, reports submitted, and results obtained.

Examples of Duties

  • Directs and supervises operations group and other personnel to ensure the plant is operated and maintained in a clean, safe and efficient manner.
  • Trains personnel in safety procedures, plant operation procedures and proper equipment use. Ensures staff follows standard safety procedures, corrects safety and environmental hazards, and administers the lockout/tagout system, confined space entry program, and welding and cutting permits.
  • Conducts performance appraisals; completes disciplinary forms, accident and equipment damage reports; approves timesheets; documents attendance, tardiness and other employment issues.
  • Inspects plant frequently to ensure proper operation of equipment, materials storage and handling, plant security, cleanliness, safety, and environmental compliance; maintains a log of plant operations, activities, and events.
  • Investigates material spills, accidents or potentially hazardous situations, in conjunction with maintenance personnel, and completes necessary written reports; contacts outside agencies, if required.
  • Manages supply inventory, such as treatment chemicals, PPE, etc., to ensure accuracy in accordance with required policies and procedures.
  • Ensures completion of boiler cleaning and inspections during boiler outages.
  • Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: operation, maintenance and control of steam generating power plants; waste to energy plant lockout/tagout procedures, safety rules and procedures, job hazard analyses, operating and maintenance instructions and manuals; team dynamics; principles and practices of effective supervision; occupational hazards and necessary safety precautions required in the operation and repair of waste to energy plant equipment. 

Ability to: detect equipment operating defects and faults; read piping and instrumentation diagrams and schematic drawings; establish and maintain effective working relationships, with both inside and outside contacts; communicate clearly and concisely; follow standard safety procedures; supervise and evaluate the performance of personnel; keep work records and prepare reports; exercise individual judgment and take prompt, decisive action when emergency conditions arise.

Skill in: mathematics; problem solving; basic computer use; performing routine tasks such as opening vessel and equipment access doors, placing and removing furnace access equipment, overhead protection and staging, operating power tools, and performing minor mechanical repairs to plant equipment or structures.

Minimum Qualifications

Graduation from an accredited college or university with an associate’s degree in engineering or physical science and 4 years of solid waste combustion facility, boiler, turbine or related experience with 1 year of supervisor or lead experience; or a high school diploma or GED with 6 years of solid waste combustion facility, boiler, turbine or related experience with 1 year of supervisor or lead experience.

Licenses or Certifications

  • Possession of a valid Florida driver’s license.
  • Must complete the internal training program through the level of WTE Shift Supervisor within the probationary period.
  • Possession of a valid Operator Certification under the ASME QRO Certification for Operators of Resource Recovery Facilities program, as well as required local, state and federal licenses, or the ability to obtain within the probationary period.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
