Plans, assigns, supervises, trains, and reviews the work of subordinates; recommends employment, promotion, transfer, discipline, demotion, and dismissal of subordinate employees as necessary; responds to requests for leave; serves as initial respondent to grievances; completes employee performance appraisals; administers discipline as required.
Reviews all vehicle and equipment safety inspection reports and prioritizes, coordinates required maintenance with driver, supervisor and Fleet Maintenance Division.
Manages asset allocation services for the department; initiates new /replacement vehicle and equipment purchases; participates in formulation and monitoring of the budget. Monitors collection scheduling and routing daily for municipal recycling and waste collection services to determine of routing adjustments are necessary for assigned personnel, equipment, and other resources to ensure tasks are performed.
Produce concise financial and budget reports that accurately forecast the financial impact that obsolete /unnecessary equipment and/or needed equipment and assets have on department operations. Oversee routing and scheduling, delivery, removal, maintenance, and repair activities of refuse containers used by the department; ensure appropriate container/asset assignment and allocation of vehicles and equipment; analyze and monitor inventory using radio frequency identification (RFID) and other technology for accurate inventory control tracking, records and efficient operations.
Coordinate zoning and site reviews for new developments with the city’s Construction Services Division to ensure code compliance for solid waste facilities; recommend site improvements and collection methods; implement safety regulations and requirements; inspect work in progress; investigate complaints related to municipal waste collection construction activities.
Oversee employees engaged in utility billing, credit and collections and serve as direct liaison to the Utilities Customer Call Center to ensure concerns are appropriately addressed; responds to and resolves customer complaints.
Compiles necessary reports for productivity and tracking of performance metrics; maintains attendance records and time sheets.
Performs other related work as required.
Considerable knowledge of: solid waste collection, recycling and disposal practices; occupational hazards of solid waste operations and safety practices and methods of promoting safety among staff; current developments, literature and sources of information relating to the solid waste industry; scheduling and related performance targets; codes and field methods relating to waste collection; awareness of appropriate municipal codes, ordinances, resolutions and regulations; effective supervisory techniques, methods, practices, materials, and equipment used in municipal waste collection and maintenance; operation and care of vehicles, vehicle maintenance scheduling techniques and procedures.
Working knowledge of: inventory and fleet management; current and efficient waste vehicle and equipment types; application of information technology to monitor and analyze business activities related to the City of Tampa municipal Codes and routing systems; utility management system practices; team dynamics, team building and diversity; dispatch, service desk and/or call center/customer service techniques; business office practices and computer systems.
Ability to: plan, assign, supervise, and review the work of subordinate personnel; establish and maintain effective working relationships with other employees, officials, and the general public; prepare and present clear and concise reports both orally and in writing; maintain records using a variety of source materials; understand and follow complex oral and written instructions; operate a lightweight motor vehicle in the performance of field assignments.
