Introduction

This is highly responsible managerial work assisting the department director in directing and coordinating administrative activities of the Solid Waste and Environmental Programs Department.

Nature Of Work

Under administrative direction, the employee in this class performs responsible work in planning, researching, and coordinating a variety of departmental support activities, assisting and relieving the department director of management and administrative details with respect to personnel, accounting, fiscal, and budget activities, directing customer service functions of the department, and concentrating on problem areas and special projects impacting the department. Work is of unusual difficulty requiring the exercise of extensive initiative and independent judgment in participating in the formulation, implementation and direction of broad departmental policies and programs, coordinating administrative processes, management of designated departmental activities, directions and review of all activities of the project management division, and conducting continuous reviews of operations to develop and implement policies and procedures to achieve an optimal level of customer service at the least cost. Work is reviewed through staff conferences, oral and written reports, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Assists the director in developing, establishing and reviewing the departmental mission, annual goals and objectives; directs and manages administrative, personnel and fiscal functions of the department; administers grievance policy and disciplinary action; coordinates hiring and promotion processes at the department level.

Studies department practices to determine the best methods for delivery of services; conducts special studies including feasibility studies and cost proposals; participates in services contract negotiations, evaluates and recommends bids, negotiates with other city departments in joint projects and writes specifications for equipment and services; provides coordination between the department and program consultants and contractors; investigates and implements cost reduction and efficiency improvement measures; monitors effectiveness of new programs and procedures instituted as a result of project studies; performs annual and multi year financial projections, unit cost analysis, contract cost analysis and analysis of various other data and recommends courses of action and policy changes for cost efficient operation.

Identifies and helps department implement new technologies that can improve delivery of services; analyzes and interprets operational efficiency and effectiveness; develops and sustains various departmental support systems such as evaluation and implementation of new operation systems and other data bases and spreadsheets.

Plans, organizes, directs and reviews all activities of the project management division; coordinates preparation and submittal or recommendations for the department budget and monitors; reviews purchases and expenditures for budget planning and adjustment purposes; monitors inventory control, accounts payables and accounts receivables; coordinates office operations and confers with divisions managers on staffing, budget, management information system needs, works with division managers in the design and implementation of improved customer service delivery.

Manages and coordinates the customer service functions of the department and resolves customer issues regarding services, billings and credit; participates in making decisions which impact the delivery of service and customer satisfaction, including establishment of rates.

Relieves director of administrative detail; serves as department liaison and representative on a variety of department matters; plans and assists with special events; reviews professional literature, monitors legislation, and investigates new developments and issues in the field of solid waste collection and disposal, finance and administration; collects, organizes and analyzes data; develops schedules and timetables; maintains records of multiple funding sources; prepares reports and correspondence.

Performs other related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: customer accounts management; modern office practices, procedures and equipment.

Considerable knowledge of: application of information technology to financial and operational analysis; modern management practices and procedures; methods and problems of budget formulation and control.

Ability to: plan, assign, direct and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; develop a team environment inclusive of all staff; establish and maintain effective working relationships with city officials, employees, vendors, contractor and the general public; set clear objectives and measures and monitor process, progress and results; plan, organize and refine procedures; write and speak clearly and succinctly in a variety of communication settings; prepare administrative and technical reports and papers; draw sound conclusions and make feasible proposals.

Skill in: research and analysis of data.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree, preferably a master’s degree, in accounting, finance, business or public administration or a related field and six (6) years of progressively responsible experience in administrative support, personnel, finance, accounting or budgeting at the supervisory or management level and preferably including six (6) months of experience in solid waste programs.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
