Manages operational core services on a day-to-day basis; facilitates and fosters team development at all organizational levels.
Prepares, analyzes, and implements programs for improving the efficiency and effectiveness of collection, disposal, and recycling services such as new technology, methods and procedures, consolidation, elimination, reduction or contracting out of services.
Researches new developments, issues, and equipment in the solid waste field; determines feasibility of incorporating new procedures or equipment in city program, and recommends implementation as appropriate.
Approves and monitors collection services, resolution of citizen complaints, new services, and service delivery charges; approves additional equipment, personnel, personnel reassignments, and overtime when needed to accomplish effective service delivery.
Conducts safety meetings; develops and approves light duty assignments for workers injured on the job.
Represents department with contractors, consultants, government agencies, and citizens; reviews, approves, and organizes budget projections and schedules.
Prepares reports and correspondence; assigns, develops, and evaluates employees; manages unit budget and work processes.
Performs related work as required.
Comprehensive knowledge of: solid waste collection and disposal practices and technology; modern management practices and procedures; modern developments, current literature, and sources of information relating to the solid waste industry.
Ability to: plan, assign, direct, and coordinate the work of professional, skilled and unskilled trades workers, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; develop a team environment inclusive of all staff; establish and maintain effective working relationships with city officials, directors, managers, consultants and the general public; set clear objectives and measures to monitor process, progress and results.
