Nature Of Work

The employee in this class is responsible for supervising the work of subordinate personnel involved in performing on-street parking activities. Work is of more than average difficulty and includes supervising the issuing of citations for violation of municipal parking ordinances and state statutes. Under general supervision, the employee is required to exercise reasonable initiative and independent judgment in performing personnel related tasks such as administering discipline, participating in the grievance procedure, completing performance evaluations, and recommending employment, promotions, transfers, training, and salary increases. Position will require work on irregular shifts to include nights, weekends, and holidays, with rotating or split days off. Work is reviewed while in progress and upon completion through observation, reports submitted, and results obtained.

Examples of Duties

Plans, organizes, and controls all phases of the operation for municipal on-street parking activities; assigns subordinates to locations and zones based on operational need; supervises all subordinates in performance of duties.

Directs and verifies reports of all subordinates. Staffs and oversee the on-street parking operation during special events.

Maintains written records for all subordinates.

Assists with other parking division functions when necessary; receives complaints from the general public and answers questions.

Communicates with higher level supervisors/managers on all important issues concerning performance of the parking division, i.e. additional employees, vehicles, equipment, promotions; coordinates daily work requests and special programs with all supervisors.

Inspect and checks parking locations and zones periodically and make recommendations to higher level supervisors/managers relating to metered spaces, signs, and hours of operations.

Enforces and practices safety for all employees; ensures upkeep and proper use and care of all vehicles, tools, and equipment.

Recommends personnel actions such as discipline, reprimands, demotions, suspensions, and dismissals in order to correct or terminate inappropriate or unacceptable work behavior; responds to employee grievances; completes performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: methods, practices, procedures, and equipment pertinent to municipal on-street parking meters; traffic codes and parking regulations in major municipal parking operation.

Some knowledge of: parking operations; effective supervisory techniques.

Microsoft excel Knowledge with the ability to edit and develop detailed spreadsheets

Ability to: perform basic mathematical calculations with speed and accuracy; supervise and train personnel; establish and maintain effective working relationships with employees, municipal officials, and the general public.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor. 

Minimum Qualifications

Graduation from an accredited high school and three (3) year of progressively responsible experience in parking operation or general business administration, including one (1) year in supervisory experience, or an equivalent combination of training and experience.

Licenses or Certifications

Satisfactory completion of a sixteen (16) hours training program established and approved by the Florida State Police Standards and Training Commission under the provisions of section 316.640, Florida Statutes.

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
