This is responsible and technical traffic control work. Bargaining unit position.
The employee in this class is responsible for serving as team leader and performing a variety of technical assignments, which are of more than average difficulty, involving installation, maintenance, repair, and modification of electronic, electrical, and electro-mechanical traffic signal control systems and equipment as well as street lighting poles and wiring. Under general supervision, responsibilities include performing both field and bench work in diagnosing equipment, component and system problems, and identifying and performing maintenance and repair requirements. An important aspect of the work performed involves preparing, modifying, and maintaining wiring diagrams and hookup instructions for the installation of interface and standby system relay panels for a variety of traffic control systems and controller cabinets. The employee is also expected to provide guidance and assistance to lower level technicians in solving difficult and technical problems when encountered. The performance of assigned tasks requires the exercise of reasonable initiative and independent judgment, particularly while directing and overseeing the work of lower level technicians. Work is reviewed while in progress through conferences, observation, and reports submitted and upon completion through results obtained.
Acts as lead worker in directing the activities of technicians involved in the installation, maintenance, repair, and modification of electronic, electrical and electro-mechanical traffic signal control systems and controls and street lighting poles, wiring and luminares; diagnoses problems and identifies maintenance requirements of equipment in the shop and field; troubleshoots, repairs and replaces remote and central communications cables and lightning arrestors; installs, modifies and maintains such equipment as traffic controllers, coordination units and vehicle loop detectors.
Installs, adjusts, operates and maintains telemetry and other communications equipment related to the city’s computerized signal system; troubleshoots and repairs electronic and electrical failures at the component level; uses state of the art test equipment to insure operational readiness of electronic controllers, conflict monitors and vehicle detectors.
Prepares, modifies, and maintains wiring diagrams and hookup instructions to install several variations of interface panels and standby system relay panels in a variety of different types of control systems and controller cabinets; reads and interprets plans, blueprints and other technical drawings in determining proper interface configurations; prepares, documents and maintains routing plans, splice lists and cable size changes; establishes color codes and prepares drop splice instructions for intersections for hookup by technicians and contractors for the computerized traffic signal system.
Provides design input to traffic engineering on complex intersection phasing and controller operations; implements software programs for intersections phasing and preemption; assists in maintaining specialized detection, traffic signals and railroad systems for the trolley system. Inspects contract work involving city, county, FDOT, and private contractors in and around traffic facilities; issues work orders, maintains records, checks invoices, attends pre-construction and on-site meetings; maintains computer fiscal system related to traffic signal purchase orders and billing; inputs requisitions, logs purchase orders, maintains balances.
Inspects the work of lower level technicians for accuracy, completeness, uniformity, and conformance to shop standards; provides training and assistance to lower level technicians in completing difficult and technical assignments; takes charge of the section in the absence and upon the request of the immediate supervisor.
Drives and operates aerial lift platform and bucket trucks to complete assigned duties; operates light automotive equipment; operates specialized electronic test equipment for radio and traffic signal control equipment; operates personal computers for technical engineering data calculations, record keeping, etc.
Performs related work as required.
Considerable knowledge of: principles and practices of electricity and electronics; methods, practices, techniques, materials, tools, and equipment pertinent to installation, maintenance and repair of electronic, electrical and electro-mechanical traffic signal systems and controls; electronic/technical aspects of computerized traffic control systems; principles, practices, methods, materials, equipment and tools used in installation of a variety of traffic signals, traffic control equipment, electric lines and interconnect systems; occupational hazards and appropriate safety precautions.
Some knowledge of: effective supervisory techniques.
Ability to: act as a team leader and direct the activities of lower level technicians in accomplishing assigned tasks; create, read and work from plans, schematics and other technical drawings; detect defects, make repairs and perform maintenance on electronic, electrical and electro-mechanical traffic signal control equipment; follow oral and written instructions; keep accurate records and prepare clear, concise and accurate reports and drawings; establish and maintain effective working relationships with other employees, supervisors and the public; perform duties requiring physical strength and endurance, out of doors, and in inclement weather.
Skill in: use and care of electronic, electrical and electro-mechanical testing devices, repair tools and equipment.
Mostly outside work, able to lift up to 50 lbs., stand, works
outdoors very frequently. Requires some use of computer, typing and viewing a
monitor.
Possession of a valid Florida Commercial driver’s license, Class “B” with Air Brakes. Possession of International Municipal Signal Association Level II certification.
