Nature Of Work

An employee in this class is responsible for supervising and directing installation, maintenance, repair, troubleshooting and modification of electronic, electrical and electromechanical traffic signal systems, as well as construction of traffic signal control intersections and street lighting poles and luminaires. Under general direction, employee performs assignments which are of considerable difficulty, requiring exercise of considerable initiative and independent judgment in directing safe and efficient operation of a municipal traffic signal systems and control unit. The employee is expected to perform requisite personnel management activities including discipline administration, performance appraisal, training and employee selection. Tact and courtesy are required in contacts with the general public, department representatives, and other employees. Work is reviewed upon completion through conferences, observation, reports submitted and results obtained.

 

Examples of Duties

Supervises, schedules and assigns construction, maintenance, preventive maintenance and repair of municipal traffic signal control systems; inspects all work performed on traffic signal installations for accuracy, completeness, uniformity and to assure conformance with requirements and good engineering practices; participates in developing long- and short-range programs for traffic engineering and in determining programs, projects, personnel, material requirements and priorities; writes specifications for electrical and electro-mechanical traffic control equipment; conducts studies to determine ways to improve quality and quantity of work; provides specialized information as to materials, construction and maintenance requirements for intricate signal installations.

Supervises technicians and subordinate supervisors in installation, adjustment, operating and maintenance of telemetry and other communications equipment related to the city’s computerized signal system; supervises and participates in troubleshooting and repair of electronic and electrical failures at the component level; uses state of the art test equipment to insure operational readiness of electronic controllers, conflict monitors and vehicle detectors.

Supervises technicians and subordinate supervisors in a variety of traffic control related functions, including providing design input to traffic engineering on complex intersection phasing and controller operations, implementation of software programs for intersection phasing and preemption, maintenance of specialized detection, traffic signals and railroad systems for the trolley system, and inspection of control work involving city, county, FDOT and private contractors in and around traffic facilities.

Inspects work of technicians for accuracy, completeness, uniformity and conformance to standards; provides training and assistance to others in the completion of difficult and technical assignments; attends pre-construction and on-site meetings.

Prepares section budget to be included in unit budget; performs personnel management activities such as recommending employee selection, salary increases, transfers, training, promotions, performance evaluations and disciplinary actions.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of electricity and electronics; methods, practices, techniques, materials, tools, and equipment pertinent to installation, maintenance and repair of electronic, electrical and electro-mechanical traffic signal systems and controls and electrical lines and interconnect systems; principles, practices, methods, materials, equipment, and tools used in installation of a variety of traffic signals.

Considerable knowledge of: occupational hazards and safety precautions; effective supervisory practices.

Ability to: plan, schedule, assign, supervise, and inspect work of others; read, create and work from plans, schematics, factory manuals, and technical drawings; detect defects in and make technical repairs to electronic, electrical and electro-mechanical traffic control equipment; establish and maintain effective working relationships with employees and others; follow oral and written instructions, keep accurate records and prepare and submit clear, concise and accurate reports; perform duties requiring physical strength and endurance, outof- doors and in inclement weather.

Skill in: diagnosing electronic, electrical and electro-mechanical traffic control equipment problems; use and care of electronic, electrical and electro-mechanical testing devices, repair tools and equipment. 

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible experience in electrical and electronic traffic control equipment installation, maintenance and repair work, including one (1) year in supervisory experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Possession of International Municipal Signal Association (IMSA) Level III Certification.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
