The employee in this class is responsible for scheduling, assigning, coordinating and supervising diverse traffic control facilities maintenance, traffic control for parades and special events.  Work is of more than average difficulty and involves supervising through subordinates (crew leaders), the performance of municipal traffic sign fabrication, installation and maintenance, hazardous barricade placement, and pavement marking.

The employee supervises all activities related to traffic control for parades and special events.  Employee, with the assistance of immediate supervisor, prepares work schedules, established general maintenance goals, and formulates work methods and procedures for their accomplishment in an effort to ensure compliance with the department’s work management system.  Considerable initiative and independent judgement are required in conducting inspections and checks to ensure that work is completed properly and in compliance with instructions given.  Tact and courtesy are required in contacts with the public.  Under direction of the Traffic Maintenance Operations Superintendent, the employee exercises supervision over lower level personnel and crew leaders.  Work is reviewed through conferences, observation; reports submitted and results obtained.

Supervises all municipal traffic sign and pavement marking operations; oversees fabrication of all traffic signs, and, as required special signs for a variety of special needs and events: oversees sign installation and maintenance activities; provides training for

staff technicians; reviews completed work orders and field inspection of completed work as required; supervises pavement installation and maintenance activities in support of all

pavement markings on all city streets and adjacent county roads, utilizing a variety of

pavement marking methods, including paint, thermoplastic, several varieties of cold

plastic materials, raised pavement markers, and miscellaneous pavement marking devices.

 

Supervises all activities related to traffic control for parades and special events; coordinates event traffic and pedestrian control with the Police Department to provide for

public safety; develops work schedules for manpower and equipment requirements for special events, and provides input to superintendent on these events; provides supervision for all work crews involved in parades and special event activities as may be required.

Assists with the development of maintenance operations and safety procedures for the section; plans and schedules response action requests during non-duty hours and natural

disasters, providing emergency responses, day or night, 365 days per year, for all traffic operations functions; prepares draft responses for superintendent for employee, upper management, citizen, claims, and city attorney requests.

 

Plans, assigns, schedules, supervises, and reviews the work of subordinate personnel;

recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline.

 

Coordinates with purchasing and inventory employees to keep materials in stock; coordinates with contractors for finished signs and installation.

 

Performs related work as required.

Considerable knowledge of:  effective supervisory techniques; occupational hazards and appropriate safety precautions; planning and scheduling techniques; records keeping and report writing; local traffic maintenance and bridge operating rules, regulations, and ordinances.

    Ability to:  assign, schedule, supervise, train, and inspect the work of subordinate personnel; read and interpret technical plans and specifications; establish and maintain effective working relationships with subordinate personnel, other employees, and the public.

    Skill in:  the use and care of traffic maintenance tools and equipment. 

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible experience in municipal traffic sign fabrication and installation, pavement marking including one (1) year in supervisory experience.

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible experience in municipal traffic sign fabrication and installation, pavement marking including one (1) year in supervisory experience; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
