Introduction

This is technical supervisory work involving transportation construction and maintenance.

Nature Of Work

The employee in this class is responsible for planning, assigning, scheduling, supervising, and inspecting transportation construction and maintenance activities.  Work is of considerable difficulty and involves supervising such activities as municipal street construction and maintenance performed by city forces.  The employee prepares work schedules with subordinate supervisory personnel and coordinates activities so as to ensure that work is accomplished in accordance with work standards established by the department’s work management system.  Employee is expected to maintain a continuous awareness of transportation construction and maintenance needs within the city to ensure that those needs are addressed in a timely manner.  The exercise of considerable initiative and independent judgment are required in scheduling and assigning work and in conducting inspections of completed work to ensure compliance with established procedures and instructions given.  The employee is required to apply a practical knowledge of the methods and techniques of engineering construction.  Tact and courtesy are required in contacts with the public.  Under direction of the Transportation Operations Chief, the employee exercises supervision over lower level supervisory personnel.  Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans, assigns, schedules, supervises, and inspects transportation construction and maintenance activities; supervises and coordinates through subordinate supervisors such street activities as:  patching, constructing, resurfacing, and widening; alley construction and maintenance; shoulder maintenance and curb construction; inspects work in progress and upon completion to ensure acceptable level of workmanship and compliance with plans and specifications; interviews contractor and employees of the contractor to ensure that labor laws and regulations are being observed; maintains a daily log of the project, recording facts concerning work activity, work force, equipment in use, inspection activities, accidents, visitors, weather conditions, and unusual happenings.   

Prepares and reviews work schedules in conjunction with subordinate supervisory personnel and coordinates with superior to ensure compliance with work standards established by the department’s work management system; reads and interprets technical plans and specifications; coordinates the provision of tools, material, and equipment necessary for completing work activities; conducts periodic inspections of work by subordinates while in progress and upon completion to ensure conformance with established maintenance standards and other instructions provided; maintains continuous awareness of the city’s transportation construction and maintenance needs and identifies special requirements to be considered in future work scheduling.   

Coordinates preventive maintenance and repair needs for unit vehicles and equipment; provides training, technical guidance, and assistance to subordinate supervisors in performing assigned tasks; checks work activity records and documents submitted for accuracy and completeness and consolidates information into periodic reports; develops and recommends work method modifications to improve work output and/or quality of final product; assists in evaluating service levels and work priorities and recommends changes and modifications to meet changing public needs.  

Interviews citizens, employees, and others to elicit necessary information. 
Assists in the preparation of the unit budget; recommends tools, material, and equipment acquisition and replacement and/or purchases; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline; responds to employee grievances; completes subordinate supervisors’ performance evaluations; coordinates city-sponsored training for subordinates.

Resolves differences between plans and specifications; approves within the guidance provided, minor deviations in construction methods and practices which conform to established precedent.   

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  materials, methods, techniques, tools, and equipment used in municipal street construction, maintenance, and repair; effective supervisory techniques; occupational hazards and appropriate safety precautions.
Working knowledge of:  basic methods and techniques of construction engineering; maintenance planning and scheduling techniques; records keeping and report writing; local street construction and maintenance rules, regulations, and ordinances.    
Ability to:  plan, assign, schedule, supervise, and inspect the work of subordinate personnel; read/interpret survey, engineering/architectural data, plans, and specifications; maintain records and prepare oral and written reports; train lower level supervisory personnel in the performance of required tasks; establish and maintain effective working relationships with subordinate personnel, other employees, municipal officials, and the general public.

Physical Requirements

Ability to lift 40 lbs., mostly sitting, standing, and walking; combination of indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of progressively responsible experience in street construction and/or maintenance with six (6) months in related supervisory experience; preferably, graduation from an accredited college or university with a bachelor’s degree in construction engineering technology or a related field and three (3) years of progressively responsible experience in street construction and/or maintenance with six (6) months in related supervisor experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Class A  Florida Commercial Driver’s License.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
