This is lead semi-skilled transportation construction, maintenance and repair work.  Bargaining unit position.

An employee in this class is responsible for performing various lead semi-skilled tasks of average difficulty in transportation construction, maintenance, and repair at the Transportation and Stormwater Services Department.  Employees operate power tools, drive heavy trucks, and operate small, medium and some heavy equipment.  Under general supervision, the employee exercises initiative and independent judgment in performing assigned tasks.  Employees are required to perform tasks of a hazardous nature.  Positions require the employee to work various shifts to include nights, weekends and holidays.  Work is reviewed while in progress and upon completion through observations and results obtained.

Performs lead semi-skilled laboring tasks related to transportation construction, repair, and maintenance; cut out streets and driveways; excavates, backfills and compacts excavated areas to facilitate manual repair; processes weight/trash tickets;  asphalt paving and patching repair; street brick repair; core drilling, mixing concrete and installing manhole riser rings and raised pavement markers.  

Layout and pre-mark street markings; performs sheet thermoplastic and textured material application; installs traffic and stop signs per plan; checks elevations for proper grade; excavates areas to proper elevation; restores area to its previous condition including asphalt pavement, and sod installation.  

Performs intermediate computer skills; gathers data and information; verify work orders; reviews work assignments; estimate and acquire necessary equipment and material; maintains records and prepares reports as needed; assists in compiling and verifying items for contractor payments. Functions as lead worker; assigns and reviews work of other team members; trains other personnel.  

Estimates material, labor, chemical, and equipment requirements for daily tasks; acquires necessary equipment and materials needed daily.  

Conducts and documents job safety requirements.  

Utilizes varying sizes of small, medium and heavy equipment.

Performs related work as required.

Working knowledge:  proper safety practices; proper use of hand signals for traffic and equipment operations; patching and paving tasks; transportation construction practices communications equipment; customer service, geographical information systems (GIS) and computer skills.       

Ability to:  understand and follow oral and written instructions; read and interpret road and street atlases; operate hand and power tools; operate small, medium and some heavy equipment drive and work safely; perform work requiring physical strength; work in a team atmosphere; be a self-starter, try new ideas and acquire and maintain skills flexibility; communicate effectively orally and in writing; deal with and resolve conflict within a team; be courteous under pressure; establish and maintain effective working relationships with co-workers and general public; work shifts, including nights, weekends and holidays.       

Skill in:  the use and care of hand and power tools; operating small to heavy equipment, and driving heavy trucks.

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Graduation from an accredited high school, technical or vocational school and two (2) to five (5) years of experience. Must meet Level II Skills Matrix requirements within six (6) months; or, if already employed at Water Distribution, Collections or Stormwater, must meet Level II Skills Matrix requirements.   

Possession of a valid Florida Commercial driver’s license, Class “A” (with tanker endorsement).
IMSA Level 1 Signs (International Municipal Signal Association)  certification
IMSA Level 1 Markings (International Municipal Signal Association) certification
Intermediate Maintenance of Traffic (IMOT) certification

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
