Introduction

This is lead semi-skilled and skilled transportation construction, maintenance and repair work.

Nature Of Work

An employee in this class is responsible for performing various lead, semi-skilled and skilled tasks of above average difficulty in transportation construction, maintenance, and repair at the Transportation and Stormwater Services Department.  Employees operate power tools, drive heavy trucks, and operate small, medium and heavy equipment.  Under general supervision, the employee exercises initiative and independent judgment in performing assigned tasks.  Employees are required to perform tasks of a hazardous nature.  Positions require the employee to work various shifts to include nights, weekends and holidays.  Work is reviewed while in progress and upon completion through observations and results obtained.

Examples of Duties

Performs lead semi-skilled and skilled tasks related to transportation construction, repair, and maintenance; leads construction, maintenance, and repair of streets, and other installations; fabricate a variety of traffic control information and street signs; collects data for sign replacement; and converts complex paving measurements.  

Participates in the preparation of construction plans and specifications; reads, interprets and works from diagrams and schematics and maintenance of traffic (MOT) plans with the ability to mark up changes.  

Performs computer skills; complete accomplishment sheets; gathers data and information for sign replacement; verify work orders; maintains records and prepares reports as needed; and compile and verify items for contractor payments.

Functions as lead worker; assigns and reviews work of other team members; trains other personnel; manage and monitor contract staff; coordinates with other departments to discuss matters relating to transportation construction, maintenance and repair.

Estimates material, labor, chemical, and equipment requirements for daily tasks; acquires necessary equipment and materials needed daily.

Conducts and documents job safety requirements.

Utilizes various small, medium and heavy equipment.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge:  proper safety practices; proper use of hand signals for traffic and equipment operations; patching and paving tasks; transportation construction practices communications equipment; customer service, geographical information systems (GIS) and computer skills.       

Ability to:  understand and follow oral and written instructions; apply computer skills to perform functional assignments;  perform complex measurements; read and interpret atlases; operate hand and power tools; operate small, medium and some heavy equipment; drive and work safely; perform work requiring physical strength; work in a team atmosphere; be a self-starter, try new ideas and acquire and maintain skills flexibility; communicate effectively orally and in writing; deal with and resolve conflict within a team; be courteous under pressure; establish and maintain effective working relationships with co-workers and general public; to work shifts, including nights, weekends and holidays.       

Skill in:  the safe use and care of hand and power tools; operating small to heavy equipment, and driving heavy trucks.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school and more than five (5) years of experience. Must meet Level III Skills Matrix requirements within six (6) months; or, if already employed at Water Distribution, Collections or Stormwater, must meet Level III Skills Matrix requirements. 

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class “A” (with tanker & hazmat endorsement).  

IMSA Level 1 Signs (International Municipal Signal Association)  certification
IMSA Level 1 Markings (International Municipal Signal Association) certification
Advanced Maintenance of Traffic (AMOT) certification

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
