Serves as the chief
production engineer for the transportation division and coordinates project
management level efforts.
Leads the transportation
division project management section and manages transportation projects from
planning through construction; professional service contracts (engineering,
design, survey, right of way, etc.).
Provides input on the transportation
capital planning process with various stakeholders including: the
transportation division planning and design sections, traffic studies section,
and traffic management center to identify and prioritize capacity, operational
and safety improvement as well as maintenance needs of existing assets; other
City departments; FDOT, HCPWD, THEA, and HART on work program development;
Hillsborough MPO on the LRTP/TIP/UPWP development; and private developers on
transportation plan reviews.
Determines or assists in
the determination of priorities in the scheduling of projects; reviews
estimates of costs and makes recommendations for inclusion in the annual
departmental budget; supervises and participates in preparation of plans,
specifications and contract documents for a large variety of projects requiring
contract bid or for internal use.
Acts as project manager
of major engineering development programs; supervises and coordinates all
related activities including programming, contract administration, construction
inspection, progress reports, and change orders; coordinates and collaborates
with Mobility Department staff as well as other staff to ensure satisfactory
completion of projects; maintains continuous liaison with local, state and
federal governments, and civilian agencies on project schedule, budget, scope,
etc.; reviews and initiates approval of plans and specifications prepared by
consulting engineering firms; manages project schedules and budgets; provides
regular briefings to administration of transportation capital projects.
Replies to technical
inquiries from the general public and from governmental agencies on policy,
petitions, ordinances, engineering problems, and estimated construction costs;
coordinates present and future needs of the department with other agencies.
Exercises general
supervision over and participates in the training of professional,
sub-professional, technical, and clerical personnel; completes evaluations;
approves leave and training requests; administers discipline when needed;
responds to grievances.
Conducts studies and
prepares periodic and special reports; coordinates same within the department
and with other municipal departments, utility agencies, contractors,
engineering firms, and governmental agencies.
Confers with utilities
on such matter as service requirements, points of entry, and easement; reviews
inspection reports completed by subordinates to ensure that documentation is
complete and action taken is proper; meets with developer and other interested
parties regarding major or potential construction projects within Tampa/
Hillsborough area; reads and interprets blueprints, technical drawings, plans,
specifications, and diagrams to determine proper interface
configurations/construction methods.
Prepares City Council
agenda items that pertain to capital projects.
Performs related work as
required.
Extensive knowledge of: principles and practices of the assigned area of engineering; federal, state and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to the area of assignment.
Considerable knowledge of: Transportation capital planning; feasibility study process; plan reviews, quality assurance and quality control, cost estimating; staff-hour estimates and scope of services development; engineering and administrative management procedures, practices and methods; supervisory techniques; FDOT’s Manual of Uniform Minimum Standards for Design, Construction and Maintenance (Florida Greenbook).
Working knowledge of: project development and environmental (PD&E) processes; transportation asset management; ADA transition planning; FDOT’s work program (WP), highway safety improvement program (HSIP), county incentive grant program (CIGP), and local agency program (LAP); Hillsborough MPO’s long range transportation plan (LRTP), transportation improvement program (TIP), and unified planning work program (UPWP); planning commission and City of Tampa comprehensive plan process; ArcGIS, Microsoft Excel, PowerPoint and database software.
Ability to: plan, organize, assign, direct, supervise, and review the work of others engaged in a variety of engineering assignments; analyze plans, specifications and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally and in writing; train others in the assigned area; establish and maintain effective working relationships with employees, officials and the public.
Mostly sedentary, indoors, requires extended use of
computer, typing and viewing a monitor.
Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably in the assigned area, and five (5) years of progressively responsible related experience, including three (3) years in supervisory experience.
Possession of a valid Florida driver’s license
