An employee in this class is responsible for supervising and participating in a variety of engineering assignments of more than average difficulty, which may include development review, structural inspection, or maintenance projects, specifically related to roadway design, pavement design, drainage design, seawall and bridge engineering and related activities. This position requires the exercise of a high degree of technical knowledge and ability in applying principles of seawall and bridge design and maintenance. Under general direction, employees exercise considerable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Positions require employees to direct and supervise subordinate personnel. Work is reviewed through conferences, oral and written reports, and observation of results obtained.
Supervises and
participates in planning, design and construction of roadways and drainage
systems, pavements and sidewalks, structural foundations, and
seawalls and bridges; prepares or reviews budgetary planning documents for
the maintenance of City transportation assets including bridges, seawalls,
roadways, and sidewalks; reviews bridge inspection reports for the City’s
fixed and movable bridges; prepares and revises preliminary designs, cost
estimates, and project recommendations for inclusion in Capital Improvement
Program; manages projects including consultant design; develops
engineering standards and details; supervises and participates in
inspection of construction jobs; provides input into final “as built” plans and
municipal records in the assigned area.
Directs or participates
in development of annual department budget; coordinates plans, special studies,
contracts, design and functional requirements with municipal departments and
contractors, engineering firms, and other government agencies; represents
department at technical and public meetings; performs functions in
administration of federal programs through coordination with municipal
departments and outside agencies by understanding and interpreting federal
guidelines and requirements.
Leads and participates
in meetings with other governmental agencies, utility representatives, local
offices and interested residents to work out details of schedule, inspections,
utility conflicts and other potential problems.
Acts as liaison with the
Florida Department of Transportation and other related agencies pertaining to seawall
and bridge inspections, maintenance, permitting, design, and
construction.
Solicits consultant
proposals, negotiates fees, approves invoices, and performs all consult project
management functions.
Performs supervisory and
technical work in operation and maintenance of City-owned seawall and
bridge facilities.
Supervises and trains
professional, sub-professional, technical, and clerical personnel; completes
studies and reports and makes recommendations with respect to future projects
and preventative maintenance programs; reads and interprets blueprints, technical
drawings and diagrams to determine proper interface configurations.
Oversees production of
construction contract documents; determines bid items and quantities for
project contracts and prepares bid specifications and engineering estimates;
approves or disapproves documents and communicates results to appropriate
design professional (architects, engineer, etc.); prepares construction and
environmental permit applications, and coordinates actual filing, tracking, and
resolution of permit issues and the attendant construction process.
Oversees production of
construction contract documents; recommends personnel actions such as
discipline, reprimands, demotions, suspensions, and dismissals in order to
correct or terminate inappropriate or unacceptable work behavior; completes
performance evaluations on subordinate.
Provides technical input
and expertise in pursuit of federal grant opportunities in partnership with
other city departments.
Performs related work as
required.
Considerable knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignment, specifically Florida Department of Transportation (FDOT) design guidelines; supervisory techniques.
Ability to: coordinate, assign, supervise, and review the work of others engaged in a variety of engineering assignments; plan, design, and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials, and the general public.
Skill in: use of personal computers and software including word processing, spreadsheets, databases, GIS, and applicable engineering software (models).
Mostly sedentary, indoors, requires extended use of
computer, typing and viewing a monitor.
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
