Introduction

This is highly specialized work involving management and maintenance of the City of Tampa fuel sites.  Bargaining unit position.

Nature Of Work

An employee in this position is responsible for the daily oversight of Fleet Management’s fuel management system which includes commercial fuel sites dispensing both diesel and unleaded fuels. Responsibilities include maintaining separate, site specific, fuel inventory management records for the citywide fuel system which consists of automated fuel sites, manual fuel sites, encompassing multiple pumps, and fuel tanks. The work involves coordinating and completing monthly fuel regulatory inspections while maintaining adequate fuel levels to support monthly usage.  Accountable for processing monthly fuel billing for all of the city’s fuel usage, this includes processing monthly fuel billing for outside retail WEX and Shell cards purchases. Work is performed with a minimum of supervision and evaluated through fuel inventory levels, reports and work produced.

Examples of Duties

Monitor fuel sites within the City of Tampa's automated fuel system to ensure proper operation and compliance is maintained.

Place fuel orders around the clock to keep fuel sites at peak levels to support the City's fuel requirements.

Deliver fuel to remote sites, including the TPD Training Facility and to ERC sites during emergency management.

Process billing for fuel usage, including monthly billing for outside retail WEX and Shell card purchases.

Greet, communicate, and correspond with fuel customers and suppliers in person, by mail, telephone, and fax.

Utilize the City of Tampa's Key Trak fuel dispensing accountability system to ensure proper assignment of fuel keys, correct operation, and process employee authorizations for city vehicles.

Conduct routine maintenance and inspections at City of Tampa fuel sites.

Respond to inquiries and service requests promptly.

Perform any related tasks as required.

Knowledge, Skills & Abilities

Knowledge of: fuel system operations and maintenance; computer terminal operations as related to an automated fuel system.

Working knowledge of:  rules, regulations and procedures of the assigned area.

Ability to: establish and maintain effective working relationships with representatives of City of Tampa, other local governments and external vendors; express ideas clearly and concisely, both orally and in writing; collect, record and analyze data from fuel sites and automated fuel system; explain fuel operational problems to technical personnel; work independently

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school and have a minimum one (1) year of experience in fuel system management or other related areas of fuel control, or any equivalent combination of related training and experience.  

SPECIAL PREFERENCE Experience and/or knowledge of fuel compliance with Environmental Protection Agency (EPA), Florida Department of Environmental Protection (FDEP) and other regulatory agencies is a plus.

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class “B” with Air Brakes, Tanker, and HazMat endorsements; or the ability to obtain within one (1) year.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
