Conducts follow-up investigations; participates in performing compliance inspections on major municipal building, civil and utility construction projects and conducts detailed, continuous reviews of materials, work methods and workmanship; manages database cross-connection control; sends out compliance form/reviews.
Approves/disapproves construction documents; investigates field problems and recommends solutions; prepares written inspection/construction reports of projects/activities in order to document work performed; makes periodic unscheduled checks of materials delivered to construction sites for compliance with specifications; monitors work practices and methods for acceptability and conformance to safety standards; interviews contractors and their employees to ensure labor laws and regulations are being observed; authorizes minor field changes within guidance provided and coordinates major changes with superior; explains code violations and requirements for corrective action to property owner and occupants of residential and commercial properties to secure action.
Contacts project developers to obtain required documentation; coordinates maintenance, repair, installation, inspection, removal, and servicing of equipment and/or facilities; coordinates project work with engineers, inspectors, utilities, and contractors to keep project on schedule; provides information and responds to complaints from the public relating to projects; collects data from other departments/agencies; develops cost and time estimates for projects; prepares actual construction drawings of complex or unusual completed structures; conducts field investigations of complaints; reviews and provides feedback on preliminary construction plans and specifications.
Performs basic computer network analysis of the water distribution system; assists in updating model structure as required; develops, drafts, revises, and recommends master plans for infrastructure improvements; investigates field problems and recommends solutions.
Operates a lightweight vehicle for travel to and from work sites; uses radio or cell phone to communicate with others.
Answers questions on phone and in person; informs other agencies, consultants and the general public about codes; represents the department at meetings with developers, consultants, etc.; conducts follow-up investigations of construction, transportation, and/or utilities problems; analyzes results and recommends solutions; coordinates with other areas to assure the smooth and least disruptive process for completion of projects.
Documents daily activities at construction sites, including inventories of equipment and manpower, and progress achieved by the contractor.
Performs related work as required.
Knowledge of: inspection procedures; construction practices, techniques, standards, trades, and safety practices; mathematics; common problems and solutions affecting building, civil and utility construction; configuration and purpose of major components of projects; material standards and testing requirements for common components; computer modeling; field practices; various testing equipment and procedures.
Ability to:

relationships with employees, officials, contractors, and the general public;
perform physically demanding work might be required.
Skill in: use
of personal computer and software including word processing, production of
spreadsheets, and maintenance of documents. Practical knowledge and experience
using Auto Cad software and survey instruments/equipment and data collection
abilities preferred.
