Introduction
This is responsible lead technician work involving engineering planning and construction compliance inspections. Bargaining unit position.
Nature Of Work
An employee in this class is responsible for leading and performing a variety of sub-professional engineering assignments, including compliance inspections on major municipal building, civil, and utility construction projects. Work is of considerable difficulty and includes detailed, continuous reviews of materials and work methods to assure that each part of the project is completed according to plans and specifications. Under direction, employees exercise considerable initiative and independent judgment in conducting and participating in compliance inspections when project involves complicated features such as complex foundation problems or unique design components and monitors construction activities for adherence to safety practices and other requirements. Work is reviewed through conferences, oral and written reports, observation, and results obtained.
Examples of Duties
Performs
lead duties for the purpose of organizing team work activities; issues work
assignments; reviews work of subordinate staff for accuracy and tracks/reports
the progress of work to supervisor.
Conducts
follow-up investigations; participates in performing compliance inspections on
major municipal building, civil and utility construction projects and conducts
detailed, continuous reviews of materials, work methods and workmanship;
manages database cross-connection control; sends out compliance form/reviews.
Resolves
differences between plans and specifications; approves, within the guidance
provided, minor deviations in construction methods and practices which conform
to established precedent; investigates citizen complaints and recommends
corrective action; makes percentage estimates of work under construction for
partial payments; assists in preparation of drawings of the finished
construction project; maintains records and reports used in daily inspections
to document activities, work progress, daily diaries, testing, and change
orders.
Provides
training, technical advice, and guidance to subordinate personnel;
explains/interprets information/policies for employees, public and other
agencies.
Provides property information to the public including location of
utilities; computes quantities; reviews and field inspects utility permit
requests; prepares
sketches and researches utility information for proposed additional
construction and renovations; conducts information searches of tax records,
deeds, abstracts, office files, court records, aerial photos, private surveys;
enters/retrieves data in files using computer to maintain accurate and complete
records; approves or rejects the placement/relocation of utilities; reviews and
makes comments on preliminary construction plans and specifications.
Operates
a lightweight vehicle for travel to and from work sites; uses radio or cell
phone to communicate with others.

related work as required.
Knowledge, Skills & Abilities
Considerable knowledge of: inspection procedures;
construction practices, techniques, standards, trades, and safety practices;
mathematics.
Working knowledge of: common problems and
solutions affecting building, civil and utility construction; configuration and
purpose of major components of projects; material standards and testing
requirements for common components; computer modeling; field practices; various
testing equipment and procedures.
Ability to: conduct field inspections of projects; apply
various codes and requirements; pursue a logical line of inquiry to conclusion;
formulate recommendations; recognize factors which lead to unacceptable results
or unsafe conditions; prepare accurate factual reports, complete standard forms
and maintain complete records; use testing instruments; read/interpret survey,
engineering or architectural data, plans and specifications; prepare project
cost and time estimates; perform detailed mathematical computations rapidly and
accurately; work effectively in a group setting; establish and maintain
effective working relationships with employees, officials, contractors, and the
general public; perform physically demanding work might be required.
Skill in: use of personal computer and software including word processing,
production of spreadsheets, and maintenance of documents.
Physical Requirements
Ability to lift 40-60 lbs., mostly standing and a
combination of working indoors and outdoors. Requires some use of computer,
typing and viewing a monitor.
Minimum Qualifications
Graduation from an accredited high school with two (2) years of
college coursework in engineering or related subjects; five (5) years in
sub-professional engineering experience in construction inspection or
engineering planning and two (2) years’ experience as an Engineering Technician
III; or an equivalent combination of training and experience.
Licenses or Certifications
Possession of a valid
Florida driver’s license.
Examination
Evaluation
of education and experience. Drug testing is included in all
pre-employment processing.
Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
