Introduction

This is  skilled work in the placement of traffic counting and data collection equipment on city streets and roads and in the analysis of traffic count data through out the city and in conjunction with county and state officials. Bargaining unit position.

Nature Of Work

An employee in this class collects traffic data through the placement of data collection devices to support planning, design, and refinement of operations. Under general supervision, this employee performs tasks of more than average difficulty which require the exercise of reasonable initiative and independent judgment. While activities are based on work orders, they are generally carried out independently in the field with the employee making decisions on configuration of data collection equipment and validity of studies based on a variety of circumstances. This employee frequently works in proximity to motorized traffic, requiring caution and skill to preclude injury to self and others.

 In addition to data collection work, the employee may assist in general traffic maintenance activities, in special events traffic control work. Work is reviewed through observation, reports submitted, and results obtained.

Examples of Duties

Performs operational field studies and analysis of traffic volume and other data to assist in determining if warrants are met for placement of traffic signs or signals; depending on dataset requested determines equipment used for data collection at appropriate locations; evaluates sensor configurations, starting times and count interval increments to accurately program the computerized counting equipment; collects traffic data to establish impact of new construction on the traffic system so that impact fees can be determined.

Conducts speed studies to identify speeding problems and assist the police department with prioritizing placement of officers for speed checks; conducts surveys to collect traffic data for new or revised speed restrictions, passing zones, traffic signals, etc.

Maintains and prioritizes the database of pending count locations; builds database of concurrency and special count request locations; downloads counter data into computer; establishes parameters for computer analysis; tests automated counters and other equipment.  Performs minor maintenance on data collection equipment for proper operation in the field to ensure proper functioning and traffic count equipment ; responds to inquiries of residents, business owners and others as to purpose of studies being conducted.

Performs a variety of general traffic maintenance section duties; works at special event functions, installing traffic cones and barricades, placing directional signs, setting up detour signs, directing pedestrian flow, etc.; assists with markings installation and maintenance; assists with dispatch and with maintaining division inventory.

Performs related work as required. 

Knowledge, Skills & Abilities

Some knowledge of: MapInfo, , Starnext, Miovision, Excel and Power Point software; record keeping methodologies.

Working knowledge of: methods, practices, materials, tools and equipment used in traffic control data collection and studies; methods, practices, materials, tools and equipment used in traffic maintenance work (pavement marking; sign fabrication and installation; etc.).

Considerable knowledge of: FDOT MOT, occupational hazards and safety precautions of the work.

Ability to: establish and maintain effective working relationships with co-workers, other city employees and the general public; maintain accurate records and prepare concise reports; communicate effectively, both orally and in writing; perform duties requiring strength and stamina, out of doors and in inclement weather.

Skill in: operation, maintenance and use of power and hand tools and equipment used in traffic maintenance work, general hand equipment; making field measurements using tape measures and other equipment as needed. 

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school, with one (1) year of experience in traffic control studies, traffic control data analysis, and/or computer experience utilizing MapInfo,  Excel and/or Power Point software; or an equivalent combination of training and experience.

Preferred experience or working knowledge of Starnext software and Miovision data collection devices.


Licenses or Certifications

Possession of a valid State of Florida driver’s license.

Possession of Intermediate Maintenance of Traffic (IMOT) certification or the ability to obtain within 6 months. 

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
