involving major project planning, design, and review
Nature Of Work
An employee in this class is responsible for advance review
of maintenance of traffic plans and construction coordination under ROW
permits. They perform a variety of assignments of unusual difficulty in
relating to major engineering functions within the Mobility Department. Under
general direction, employees are required to exercise extensive initiative and
independent judgment in selection of work methods and formulation of
recommendations to meet program needs, objectives, and goals. Work is reviewed
through meetings, oral and written reports, and observation of results
obtained.
Examples of Duties
Serves as a lead in planning, design, and review of major
engineering projects; assists in determining priorities in scheduling of
projects; participates in review of design plans, survey work,
specifications, and contract documents for a large variety of projects as
submitted through ROW Permitting. Supports supervisor at policy level meetings
to further ROW initiatives and coordinates with contractors and other transportation
agencies.
Exercise responsible charge of review of project plans and/or
permit applications for permits.
Reviews and initiates approval of plans and specifications
prepared by consulting engineering firms; monitors field engineering
construction work and conducts follow-up inspections.
Replies to technical inquiries from the general public,
developers, and governmental agencies on policy, petitions, ordinances,
engineering problems, and construction; coordinates needs of the department
with other agencies; maintains on-going monitoring of permits to ensure
compliance with city regulations or requirements.
May conduct and coordinate studies and reports within the
department and with other municipal departments, agencies, contractors, and
engineering firms; conducts field investigations, and inspections to collect
information/evidence when necessary; testifies in court on claims, including
depositions, and answering subpoenas. Reviews and interprets design plans,
maintenance of traffic plans, technical drawings, and diagrams. Performs
related work as required.
Knowledge, Skills & Abilities
Extensive knowledge of: principles and practices of the
assigned area of engineering; federal, state, and municipal rules, regulations,
and other pertinent documents; engineering developments and information related
to assigned area.
Considerable knowledge of: engineering and administrative
management procedures, practices, and methods. Ability to: lead/coordinate the
work of peer personnel or contractors engaged in a variety of engineering
assignments; analyze and interpret plans, specifications, contracts, and other
technical materials and draw sound conclusions; organize in report form and
present sound recommendations effectively, both orally and in writing; speak in
public; train others in assigned area; establish and maintain effective working
relationships with other employees, officials, and the public.
Physical Requirements
Mostly sedentary, indoors, requires extended use
of computer, typing and viewing a monitor
Minimum Qualifications
Graduation from an
accredited college or university with a bachelor’s degree. Registration
as a Professional Engineer in the state of Florida with ten (10) years of
progressively responsible traffic/transportation/ROW engineering experience
including two years of lead experience. Knowledge of Florida Department of
Transportation (FDOT) design standards, Florida “Green Book”, American
Association of State Highway and Transportation Officials standards including
Manual on Uniform Traffic Control Devices, and Federal Highway Administration
and FDOT project development requirements.
Licenses or Certifications
Possession of a valid Florida driver’s license required.
