Plans, assigns, schedules, supervises, and reviews the work of subordinate employees; recommends such personnel actions as employment and promotions; responds to requests for leave; completes performance evaluations and administers required discipline; ensures that subordinates receive appropriate orientation and training.
Supervises the preparation of bidder's contract packages; coordinates the scheduling of construction contracts, advertisement, bid openings and award of contracts with the Purchasing Department.
Supervises the preparation of construction and consultant contracts to ensure that all contract clauses and special provisions are included in all documents; reviews and updates construction contracts and service agreements to ensure compliance with current federal, state and local requirements; analyzes and prepares reports, contracts, and service agreements for City Council consideration and approval.
Coordinates with the City Attorney's office the departmental activities relating to cases in litigation; negotiates with contractors regarding situations covered by guidelines and precedents.
Maintains records relating to contract compliance monitoring; reviews and complies with record retention procedures.
Ensures activities comply with the City's Women and Minority Business Enterprise (W/MBE) program in regards to contract activities including compliance in contract processes with the city's affirmative action/equal employment opportunity goals.
Performs related work as required.
Extensive knowledge of: contract administration and document preparation; contract purchasing issues, processes and documents; standard forms and documents used in the construction industry.
Considerable knowledge of: laws, guidelines and requirements governing contract structure and content; municipal administrative management principles and practices; effective supervisory techniques.
Working knowledge of: building design and construction processes from planning and programming through warranty period.
Ability to: plan, assign, supervise, and review the work of others; read, understand and interpret legal documents; establish and maintain effective working relationships with city officials, directors, managers, employees, and vendors; establish, maintain, analyze, and interpret records and detailed inventory and accounting information; prepare clear, accurate and complete reports; set clear objectives and measures and monitor process, progress and results.
