This is responsible technical work involving construction planning and compliance inspections.  Bargaining unit position.

An employee in this class is responsible for performing a variety of sub-professional engineering assignments during the planning phase and in conducting compliance inspections. Employees are responsible for conducting detailed, continuous reviews of materials, methods, and workmanship to assure that each part of the job is completed in accordance with the plans and specifications. Under general supervision, work is of more than average difficulty and requires application of a practical knowledge of the methods and techniques of engineering construction. Reasonable initiative and independent judgment are required in: keeping records and preparing reports; interpreting plans, specifications, survey data, and blue prints; and, monitoring construction activities for adherence to contractual agreements. Employees may also apply specialized knowledge and experience in the completion of certain assignments, participate in assignments that require considerable contact with the general public, exercise tact and courtesy while working in accordance with established guidelines and work independently. Work is reviewed while in progress and upon completion through observation, oral and written reports submitted and results obtained.

Resolves differences between plans and specifications; approves, within the guidance provided, minor deviations in construction methods and practices which conform to established precedent; investigates citizen complaints and recommends corrective action; assists in preparation of drawings of the finished construction project. Conducts compliance inspections on a variety of construction projects to determine contractor compliance in accordance with plans; computes quantities; maintains records and reports used in daily inspections to document activities, work progress, daily diaries, testing, and change orders; recommends solutions to problems encountered.   Operates computer to enter/retrieve related data in files; maintain accurate and complete electronic records.  

Approves or rejects the placement/relocation of utilities based on existing plans or the direction of supervisor; reviews and makes comments on preliminary construction plans and specifications. Provides training, technical advice, and guidance to other personnel; explains/interprets information/policies for employees, public and other agencies. Reads and interprets surveying data, technical plans and specifications, blueprints, or diagrams to complete assignments; Operates a lightweight motor vehicle for travel to work sites. Answers and responds to inquiries related to projects by telephone, e-mail and in person; informs other agencies, consultants and general public about codes; researches work orders. Performs related work as required.

Considerable knowledge of: construction practices, techniques, trades, and safety practices.

Working knowledge of: basic mathematics; basic methods and techniques of engineering; municipal rules, regulations and ordinances relating to construction activities; methods, and procedures; work hazards and applicable safety precautions.

Ability to: read and comprehend construction codes, contracts and requirements; follow a logical line of inquiry and reach logical conclusions; perform mathematical computations rapidly and accurately; coordinate activities with others; prepare accurate, factual oral and written reports and maintain records; read dials and gauges; read/interpret survey, engineering/architectural data, plans and specifications; read and interpret legal requirements of contracts; recognize improper procedures, materials and workmanship; verbally communicate moderately complex information; follow and explain moderately complex instructions and procedures; establish and maintain effective working relationships with other employees, contractors’ representatives, officials, and the general public; perform field work involving a considerable amount of walking, at times in unpleasant weather or conditions.

Skill in: the operation and care of basic and precision, personal computer (AutoCADD, MSOffice) and calculator.

Graduation from an accredited high school and completion of one (1) year of college with course work in engineering or related subjects with three (3) years of sub-professional engineering experience in construction inspection, field engineering, capacity analysis; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license required.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
