Directs the facilities operations, maintenance and repair service effort for City buildings and structures using in-house and contract forces; approves work orders, requisitions and payments through the City’s workflow and financial systems.
Develops and manages annual operating budget and manages CIP Project funds; tracks performance metrics of staff and facilities to ensure effective and efficient operations; tracks total cost of ownership (TCO) of City facilities, as a planning and forecasting tool.
Directs the in-house maintenance workforce, performing preventive maintenance, repair service requests and all in-house interior remodeling projects in City buildings.
Directs the City repair program to include development and management of contracted construction projects, the consultant/contractor quarterly meetings, as well as the facility inventory and assessment program to include inspection of City owned facilities and maintenance of the asset management system.
Directs asset management for City owned facilities, systems and equipment, including work control and workflow management, parts and materials, preventive maintenance, and analysis using a Computerized Maintenance Management System.
Directs the energy management and sustainability programs for City facilities.
Directs the indoor air quality and hazardous abatement programs for City buildings through the use of in-house and outside consultant firms.
Participates in the design review and construction process for all new City buildings.
Manages the design, installation and acquisition of all systems furniture usage in city buildings.
Directs the disaster mitigation effort for city properties; directs the repair effort following a major disaster for all city buildings.
Performs office, personnel, and administrative tasks; conducts discipline administration, and completes performance appraisals; recommends promotions, transfers, and dismissals.
Ensures a safe environment exists within facilities by effecting safety procedures and practices.
Perform other related duties, as required.
Comprehensive knowledge of: facility management, engineering, architecture and public service; building design, construction, maintenance, and asset management; occupational hazards and safety practices and methods of promoting safety practices among building maintenance; modern management practices and procedures; modern theories, principles and practices of building construction, maintenance and repair; building construction methods, techniques, tools and materials.
Extensive knowledge of: building codes, regulations, and ordinances; practices and methods of operation; occupational hazards, appropriate safety precautions.
Considerable knowledge of: basic records keeping and report writing; contracting services, developing specifications and managing contracts
Ability to: plan, organize and administer a wide variety of activities and assignments associated with building maintenance, repair and construction trades; interpret construction drawings, prepare specifications, and estimate material and equipment needs; maintain records and prepare and present complete reports clearly and effectively, both orally and in writing; analyze and solve highly intricate, technically complex problems impacting multiple stakeholders; establish and maintain effective working relationships with employees, officials, and the general public.
