Introduction

This is skilled and lead plumbing work at the journeyman level in connection with general maintenance and repair in city buildings and related facilities and the limited construction of buildings and facilities.  Bargaining unit position.

Nature Of Work

An employee in this class serves in a lead capacity, reviewsing plumbing work orders and assignsing work to self and subordinate building maintenance plumbers other plumbers or contractors. In addition to the oversight of assigned projects, the employee participates in projects involving the performance of skilled plumbing installation, maintenance and repair work on equipment in city buildings and facilities. Under general supervision, employee receives instructions either orally or in writing, sometimes in the form of sketches and blueprints. Work is of more than average difficulty requiring the exercise of reasonable initiative and independent judgment in maintaining, repairing, servicing, and installing water, sewer and water heating systems and fixtures. Employees occasionally work in hazardous conditions. Work is reviewed while in progress and upon completion through inspection, observation and results obtained.

Examples of Duties

Oversees and participates in plumbing work required for general maintenance and repair of city buildings and facilities and the limited construction of buildings and facilities; review plumbing work orders and schedules priority of work, coordinating with the supervisor and with department for whom work is to be performed; prepares materials and cost estimates; checks work for 

Performs plumbing work in city buildings, facilities and plants; installs new plumbing, such as pipes, valves, drains, basins, faucets, lavatories, sinks, drinking fountains, water heaters, and other fixtures and equipment; does necessary layout and design; repairs plumbing, including fixtures and pipelines; renews washers and valves; uses cable snake and water jet equipment to clean out stoppages in building sewer lines; rebuilds and replaces toilet components, including Sloan flush valves, bladder tanks and fill valves, replaces wax rings, tank bolts,; replaces flanges, re-grouts and replaces closet stops; repairs faucet leaks, replaces shower heads and valves.

Responds to plumbing emergencies, troubleshoots problems, uses building plans, diagrams and blueprints to locate and isolate plumbing malfunctions; inspects plumbing systems to determine cause of malfunctions; repairs and replaces sewer lines, including excavating, preparing layout to ensure proper elevation, shoring, and backfill for PVC, ductile, cast iron, and clay sewer lines; maintains and repairs lift and pump station systems as required; installs sump pumps, domestic water pumps, grease traps, etc.

Interprets and ensures compliance with plumbing codes; prepares sketches for plumbing layouts and installation; performs plumbing repair and maintenance work as required.

Cuts and threads pipes, using pipe cutters, threading machines, and reamers; locates and marks positions of pipe and passage holes for pipe elbows using rulers, level and plumb bob; cuts openings in walls and floors to accommodate pipe and fittings, using hand and power tools; mends burst pipes; operates and maintains motor vehicle; maintains tools and equipment used in plumbing work; consults with lead plumber concerning questions on methods, materials and procedures; uses protective equipment when work in hazardous conditions.

Works with trade workers, HVAC mechanics and electricians involved in performing major renovations of offices and work sites requiring plumbing installation, maintenance and repair work; may help with general maintenance work on city buildings and facilities as required; checks electrical panels on lift stations, replaces fuses and breakers, installs new electrical wires on water heaters; installs vent pipes through roofs, in and under cabinets, etc.

Previews jobs and prepares materials list; prepares requisitions to have work completed, order materials, supplies, equipment, etc.; maintains time, material and related work records; maintains records of servicing and plumbing maintenance performed; prepares sketches of plumbing system layouts and installations; files daily work reports.

Performs related work as required.    

Knowledge, Skills & Abilities

Considerable knowledge of: principles, practices, materials, tools, and equipment used in plumbing installation, maintenance and repair; occupational hazards and appropriate safety precautions.

Working knowledge of: municipal and national plumbing codes; basic records keeping.

Ability to: read, interpret, and work from technical sketches, blueprints, and oral and written instructions; determine materials needed and estimate job time; locate, define and repair defects in plumbing facilities and equipment; perform lead work; perform work requiring physical strength and endurance; plan, layout, install, alter, repair, and maintain a variety of plumbing systems and equipment; establish and maintain effective working relationships with other employees and the general public; operates light and medium size motor vehicles, including trucks; work in confined spaces.

Skill in: use and care of plumbing tools and equipment.

Physical Requirements

Ability to lift 40-60 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) seven (7) years of experience in plumbing service and installation.

Licenses or Certifications

Possession of: a valid Florida driver’s license; a Florida Commercial driver’s license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
