Introduction
This is supervisory and
professional work as a registered nurse with oversight of the worker
compensation claims for the City of Tampa employees and related worker
compensation administrative support.
Nature Of Work
An employee
in this class is responsible for performing an analysis of the City's workers’
compensation cases to identify patterns, trends, and common characteristics
using broad nursing knowledge and clinical experience combined with leadership
and educational skills. Work is of considerable difficulty in ensuring focus on
the promotion, protection, and restoration of the workers' health within the
context of a safe and healthy work environment. Under general
supervision, the employee exercises reasonable initiative and independent
judgment in collaborating with workers, employees, and other professionals to: identify
health needs, prioritize interventions, develop and implement interventions and
programs, and evaluate care and service delivery. Work is reviewed through
conferences, reports submitted, observation and results achieved.
Examples of Duties
- Direct
supervisory oversight of the Workers’ Compensation Specialist Liaison position.
- Serve
as the medical liaison as it pertains to injured workers, external medical
professionals, and the third-party administrator (TPA), and, if needed, assist
with any return to work or Maximum Medical Improvement (MMI) releases.
- Identify
any issues and trends impacting the overall workers’ compensation program and
work collaboratively to implement process improvements by
developing/implementing new policies/procedures.
- Identify
workplace hazards, based on work related injury trends, and assist safety team
to promote safety awareness through education and/or training of employees.
- Serve
as part of the internal workers’ compensation claims investigative process with
the risk team as needed.
- Conduct
workers’ compensation medical file review, and work as an adjunct with the TPA,
nurse case managers, medical facilities, and medical personnel (including
administration) for any concerns.
- Review
monthly, quarterly, and any annual reporting metrics provided by the TPA, and
from the occupational health vendor providers, to monitor for correct
utilization and performance of these services as it relates to care and service
delivery to City of Tampa employees. Utilize this data and work with the risk
team to build any needed additional workers’ compensation metrics.
- Participate
in any review of services/renewal of services as it relates to occupational
medicine/workers’ compensation within the risk management department.
- Review
workers’ compensation documentation and paperwork provided internally to City
of Tampa supervisors, managers, and employees, from a medical perspective, for
clarity and completeness, as needed.
- Participate
in meetings as they relate to occupational health, workers’ compensation, and
loss prevention / safety.
- Maintain
accurate documentation records as they relate to all past and new workers’
compensation claims.
- Performs related work
as required.
Knowledge, Skills & Abilities
Considerable knowledge of: standard occupational health practices; medication
administration; maintenance of confidentiality; general injury and illness
pathophysiology and standard treatment; basic first aid; general patient
assessment.
Working knowledge of: department rules, regulations and applicable standards; Florida
Statute 440; use of computers where required; medical reference resources.
Ability to:
plan, supervise, and review the work of subordinate personnel; solve complex
problems; think critically; understand and follow complex oral and written
instructions; communicate effectively with members of all health care
disciplines, employees, and others; work with individuals of the public;
maintain medical records.
Ability and skill in: providing educational programs; counseling employees on
difficult health issues; promoting a trusting relationship with employees;
researching health related topics utilizing multiple sources; coordinating
employee appointments and maintaining schedule.
Minimum Qualifications
Graduation from an accredited
college or university with a bachelor's degree in nursing; master's degree in
nursing preferred, five (5) years' experience as a registered nurse in an
occupational health setting with 3 years of supervisory experience. First
responder occupational health experience a plus.
Licenses or Certifications
Possession of a valid Florida
driver's license; current Florida RN license. ARNPs are strongly encouraged to

Comments
Employees may be required to work
rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an
emergency declaration for the City of Tampa, all employees may be required to work in preparation,
response or recovery activities related to the stated emergency.
