Establishes training objectives, sets standards, and plans and organizes an ongoing training program for all fire service divisions; identifies current and future training needs by conferring with line officers, reviewing requests of field personnel, monitoring employee performance, and analyzing other data; reviews training course and instructor evaluations to evaluate progress and effectiveness of current training and takes action as appropriate.
Oversees the planning, development, and delivery of ongoing training classes and curriculum; oversees the EMS skills lab operation in cooperation with the Rescue Division and Medical Director; oversees the public education office, oversees the CERT program, manages and facilitates the fulfilling of contractual obligations with Hillsborough Community College and the Learey Technical Center in cooperative programs that provide Firefighter Standards training and continuing education; supervises the maintenance of personnel training records and oversees the care, maintenance and repair of the Tampa Fire Academy facility.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.
Performs related work as required.
Extensive knowledge of: principles and practices of modern firefighting, fire administration, organization and programs, and fire apparatus and equipment; modern developments, current literature, and sources of information relating to fire administration and fire service training; principles and practices of training; methods of training.
Considerable knowledge of: modern management practices and procedures.
Working knowledge of: labor relations, including negotiations, contract administration and grievance processing.
Ability to: design and administer fire service training programs; write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of fire service employees in a manner that promotes full performance; blend people into teams when needed and foster open dialogue and participation; establish and maintain effective working relationships with city employees, training vendors, and representatives of local educational and training establishments; set clear objectives and measures and monitor process, progress and results of training programs.
