The employee in this class is responsible for supervising and independently performing a variety of tasks of considerable difficulty. Under direction, employee is required to exercise considerable initiative and independent judgment and to possess specialized knowledge of and experience in fire service materials, equipment and apparatus. The employee is responsible for maintaining TFR's Supply Division warehouse and in keeping its reserve fleet of apparatus, equipment and materials in a readiness state for first line operation. The employee is also responsible for maintaining a rolling inventory stock, and for supplying, maintaining and repairing all needed equipment and supplies to fire stations. Work is reviewed through conferences, reports submitted, and results obtained.
Plans, assigns, supervises and reviews the work of subordinate personnel; establishes work load and performance standards for employees; provides training; recommends employment, promotion, transfer and discipline of subordinate employees, as needed; serves as initial respondent to grievances; responds to employee leave requests; completes employee performance evaluations.
Maintains TFR's Supply Division warehouse, which houses reserve engines, aerial trucks and reserve rescue vehicles; keeps reserve fleet in a readiness state for first line operations; maintains reserve apparatus with full complement of hose and equipment; maintains inventory of each apparatus.
Coordinates maintenance on a daily basis with shop and vendors; replaces lost and/or damaged equipment on apparatus; oversees daily startups and maintenance checks of apparatus and related equipment; oversees apparatus pumping operation checks; coordinates shuttling of apparatus from supply to stations; coordinates pick ups of apparatus from stations, maintenance shop or vendor; maintains responsibility for picking up, delivering and tracking of all equipment and household items needing repairs by outside vendor and shop.
Writes specifications for equipment, clothing, safety gear, and services required by TFR and supported by Supply; approves weekly orders, monitors usage and schedules deliveries.
Maintains responsibility for portable radios, scanners and base stations being picked up for repairs; issues and tracks loaners; coordinates repairs for mobile radios; conducts evaluations for troubleshooting, transmission and reception problems; issues, replaces, picks up for repairs, maintains inventory and makes payments for pagers.
Oversees fabrication and repairs of engine and aerial units hose bed covers, canvas bags, tool pouches and windsocks; coordinates appointments for sizing of bunker gear.
Responsible for the weekly delivery of station supplies, rescue supplies, linen services, uniforms, clothing salvage, safety equipment, fluids for apparatus, forms, paper and office supplies.
Coordinates the monthly clothing salvage that requires the picking up of clothing, writing of orders, reconciliation of monthly invoices against receipts for payment.
Responsible for the decontamination of equipment and clothing; determines how contaminants should be handled, containerized, or disposed of; maintains responsibility for the pickups, containerizing, labeling, record keeping and contracting vendors for proper disposal for all stations and divisions that generate waste.
Researches equipment and product knowledge in order to make recommendations for purchasing; prepares quotes, attends pre-bid hearings, places orders for equipment and other purchases; prepares budget for Supply and Combat Division; maintains responsibility for tracking, disposition and reconciliation of assets; maintains list of vendors that provide supplies, materials, etc. during emergencies.
Responsible for ensuring that all safety violations written up by City Safety Inspectors for all fire stations and divisions are corrected; keeps abreast of current regulations involving Occupational Safety and Health Act (OSHA), National Fire Protection Association (NFPA), and American National Standards Institute (ANSI).
Performs related work as required.
Extensive knowledge of: principles, practices and techniques of fire department operations; fire related apparatus, equipment, materials, supplies and parts; warehouse maintenance techniques.
Considerable knowledge of: standard methods, practices and procedures employed in the acquisition and storage of supplies; inventory and storage systems; occupational hazards, appropriate safety precautions and disposal techniques; OSHA and NFPA regulations.
Working knowledge: computers and office equipment; forklift operations; floor cleaning machines; maintenance of medium size trucks, sedans and commercial lawn equipment; custom measuring and fitting of safety equipment and bunker gear for fire personnel; effective supervisory techniques; city bidding, contracting and purchasing.
