Provides Business Analyst/Project Planning support, utilizing E-Sponder web application for event management and collaboration; assists with the continued development/implementation of E-Sponder and the Tampa Urban Area’s Event Planning Module within E-Sponder for use by agencies throughout the region; research and develop tools to replace the City of Tampa based event planning portion of E-Sponder used to plan 100 plus events currently hosted.
Converts data from various sources for entry into databases; writes programs using various computer languages to manipulate data and produce reports; reformats existing data to maintain its integrity; develops user instructions; and establishes and maintains related procedures and symbol set libraries; designs project maps and databases.
Gathers information and documents to enhance current procedures; analyzes and evaluates operational procedures and production systems; modifies or develops system documentation and user procedures; modifies or develops functional specifications to increase utility; formulates logical statements of business problems and devises procedures for solutions, usually through computer systems.
Analyzes, identifies and resolves system problems; obtains and applies software patches and upgrades; redesigns production systems and/or runs as needed; coordinates system conversion effort and performs necessary tasks; prepares test data and verifies system test results, consults with users and technical and functional project team members on questions or problems; recommend opportunities for new processes; and coordinates scheduling of maintenance with vendors.
Reviews projects relative to efficiency of operations and time limitations; conducts post-installation reviews of systems and programs to determine if efficiency goals are accomplished; recommends system modifications to improve operating efficiency; implements and maintains on-line communications tools; assist in the development of standards and procedures for quality control of data processing operations; monitors performance to ensure the operating system is functioning properly and effectively.
Coordinates preparation and maintenance of disaster recovery plans for computer systems under Technology & Innovation operational control; coordinates and participates in testing and evaluation of current disaster recovery plans on an annual basis.
Performs related work as required.
Working knowledge of: data processing and business functions; processes, procedures and techniques for converting manual operations into automated systems; the National Incident Management System, National Response Framework and National Infrastructure Protection Plan to include completion of the following FEMA courses(available online at http://training.fema.gov/IS/): IS-100, 200, 700, 703, 800 and 860.
Ability to: conduct independent research and prepare reports; analyze information and document procedures and processes; prepare detailed procedures manuals; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with others.
Skill in: configuring ESponder or similar incident management system software; website maintenance, as well as Microsoft’s Office Suite, Visual Basic and SharePoint.
