Introduction
This is work
involving Integrated Ballistics Identification System (IBIS) and National
Integrated Ballistic Information Network (NIBIN) research and investigation of
major crimes. Bargaining unit position.
Nature Of Work
The employee in this class is responsible for
performing assignments of more than average difficulty in providing
investigative and reporting assistance to the detective division. Primary
responsibility is case management and BrassTrax / Matchpoint System operations.
The employee uses the IBIS or other ballistic imaging equipment to examine
physical evidence associated with firearm investigations in support of the
NIBIN program. The employee will safely test fire a variety of firearms and
identify ammunition components, record test results and correlation reviews. Employees
are trained in both acquisition and correlation and are able to determine
potential links of two or more cartridge cases fired from the same weapon. Reasonable
initiative and independent judgment are required in determining further
information needed to complete files.
Considerable tact and discretion are required as the employee comes into
contact with highly confidential materials and sensitive situations. The employee might serve as liaison between
the complainant/victim, other agencies, and the officer involved in the
case. Work is reviewed through
observation, reports submitted, and results obtained.
Examples of Duties
Performs
research and investigations using BrassTrax/Matchpoint system.
Conducts
entries and perform image and correlation reviews on NIBIN equipment.
Handle, operate
and test fire a variety of firearms and ammunition following all safety
procedures.
Screen fired
cartridges for NIBIN entry.
Identifies the
caliber and manufacturer of ammunition and components; submit firearms and
cartridges into evidence following establish procedures.
Complete
bulletins on any leads made in Matchpoint and distribute accordingly.
Verifies work
completed by co-worker involving leads made in Matchpoint.
Disseminates
NIBIN Leads to any other involved agency as well as local ATF CGIC; communicate
with all parties (i.e., submitting law enforcement agencies, ATF, CGICs, etc),
involved in the NIBIN process.
Performs
administrative responsibilities; assign reports for follow-up.
Firearm
inspection / serial number verification; complete eTrace on all firearms.
Performs
related work as required.
Knowledge, Skills & Abilities
Working
knowledge of: investigative and research techniques; oral and
written communication; computers and related software application use;
Some
knowledge of: basic firearm functions; evidence packaging, handling,
preservation and submission.
Ability to: test
fire firearms and recovered samples; examine unique markings present such as
striations, scratches, breech marks, firing pin impressions, extractor marks
and ejector marks; plan, organize and coordinate work assignments; operate light
automotive equipment (car, step-van); handle multiple tasks and prioritize work
assignments; work with frequent interruptions and changes in priorities.
Minimum Qualifications
Graduation from
an accredited college or university with an associate’s degree in criminology,
criminal justice, sociology, political science, or related field and one (1)
year of experience in law enforcement or latent investigations; or graduation
from an accredited high school and three (3) years of experience in law
enforcement or latent investigations. Previous experience with firearms is
desired.
Licenses or Certifications
Graduation from
an accredited college or university with an associate’s degree in criminology,
criminal justice, sociology, political science, or related field and one (1)
year of experience in law enforcement or latent investigations; or graduation
from an accredited high school and three (3) years of experience in law
enforcement or latent investigations. Previous experience with firearms is
desired.
Comments
During periods
when the Mayor issues an emergency declaration for the City of Tampa, all
employees may be required to work in preparation, response or recovery
activities related to the stated emergency.
