Introduction

This is responsible managerial work involving security at the Tampa Convention Center and the surrounding property which includes the organization, implementation of security systems as well as client relations and managing building and client contracted security providers.

Nature Of Work

Tasks include oversight of the performance of the building and event security by staff or contractors. Includes designing client security programs, implementing and managing proper building and client security protocols that safeguard the building and surrounding property; monitor, supervise and direct access control and camera systems, work closely with law enforcement agencies.

Considerable initiative and independent judgement must be exercised in planning, organizing, and coordinating security systems and instituting changes and improvements therein. Tact and courtesy must be exercised in contact with the public, particularly when resolving complaints or problems.  Employees in this class of work will have to work nights, weekends, and holidays and will at times be on call when off duty.  The operation of a motor vehicle and performance of outdoor work are also required.  Work is performed under direction and reviewed through conferences, reports submitted, and results obtained.  Appointed position: employee serves at the pleasure of the Mayor.

Examples of Duties

Develops and implements security policy and procedures on behalf of the Center that include the management of an Incident Command Team.

Responsible for scheduling and/or conducting training and annual exercises that include but are not limited to Active Shooter, Shelter in Place, and Human Trafficking.

Manages the design and proposed event security plans alongside contracted security provider; acts as a liaison with local law enforcement, the FBI, Homeland Security and Secret Service for high profile event activity as well as State of Florida authorities associated with security management methods.

Analyzes security access control needs and institutes or recommends, as appropriate, system changes, additional security, and other modifications necessary to properly monitor and control building access.

Receives; investigates and resolves or refers complaints regarding security functions from the public; explains rules and regulations to facility visitors as needed.

Develops and monitors division budget consistent with City and department objectives.

Reviews, adjusts, and administers third party security contract for the facility.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of:  security procedures and responsibilities; rules and regulations associated with managing State of Florida Security contractor services and the proper protocols to follow for bag and weapon checks and the use of magnetometers; managing complex security alarm/security access and control systems utilizing the Genetec platform; event security management; the City of Tampa, its geography and the location of the Tampa Convention Center’s entire property.

Ability to: plan, design, and review the work of contracted personnel; plan, organize, implement, and build relationships with clients that create repeat business opportunities; analyze and refine security processes and system software; communicate effectively, both orally and in writing; maintain records and prepare reports; operate a motor vehicle; establish and maintain effective working relationships with other employees. Representatives of other departments and the public; use of computers and various related software packages; work a flexible schedule with on call availability.

Physical Requirements

Ability to lift up to 50 lbs., mostly standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in Public Safety, Criminal Justice, Criminology, or closely related field and five (5) years event security experience and three (3) years of supervisory experience. Two (2) years of business operations/logistics experience preferred.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid State of Florida driver license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
