Introduction

This is responsible professional and technical work involving the coordination of sustainability programs and activities related to economic vitality, social equity and responsibility, and environmental protection.

Nature Of Work

The employee in this class will support the Mayor in preparing the City of Tampa for the environmental, physical and economic impacts of climate change and sea level rise.  Work is of considerable difficulty in administrating, developing, monitoring and reporting sustainability initiatives following Florida statues, state and regional planning and local planning initiatives.  Work requires the exercise of considerable judgment, initiative and tact in dealing with employees, other agencies, contractors and the public.  Work is reviewed by conferences and results obtained. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Develop and coordinate the implementation of comprehensive citywide sustainability and resilience goals to mitigate and adapt to the challenges facing the community.
Conduct global research to remain abreast of best practices and developing sustainability and resiliency trends.
Provide guidance and direction to Sustainability departments or division heads in the planning, development, promotion, and delivery of services to the community; serve as a vital member of project management and implementation teams. 
Promote initiatives and advise on sustainability programs locally incorporating emerging sustainable practices into City policy projects. 
Establish strong engagement with citizens, elected officials, City staff, consultants, and outside organizations to answer questions and present information on sustainability-related topics and challenges.
Establish priorities, reviews progress and generally keeps informed of all projects relating to sustainability to include green purchasing, energy conservation, solid waste recycling, green building, resource and water conservation, greenhouse gas reduction, renewable resources, and environmental reporting metrics.
Assist departments in defining sustainability program goals and objectives; establishes methods and means of accomplishing program objectives. 
Conducts policy analysis and review to solve sustainability problems and recommends solutions. 
Track and report on performance metrics related to programs and projects; interprets and analyzes technical and statistical data; maintains records, files and other information related to program and project functions and activities. 
Seeks innovative ways to finance the sustainability program through resourcefulness, including responding to grant opportunities that support the City’s sustainability efforts. 
Conducts site visits and facilitates sustainable design workshops. 
Assists management by facilitating the City’s strategic goals. 
Reviews plans and technical specifications and provides consultancy to other City departments; monitors construction and start-up projects. 
Performs related work as assigned.

Knowledge, Skills & Abilities

Extensive knowledge of: federal, state and local regulatory requirements applicable to growth management and planning related to the preparation of plans and specifications in a wide variety of major City projects; all areas of environmental science and sustainability measures.
Considerable knowledge of: materials, maintenance procedures and of approved standards of safety as related to mechanical/electrical and energy designs and specifications. 
Ability to: effectively communicate; plan, implement and coordinate administrative and sustainability programs; express ideas clearly and concisely, orally and in writing to groups and individuals; apply planning knowledge to specific administrative and technical problems; use engineering instruments and equipment and utilize computer applications and software design tools for engineering design, drafting, mapping and plans; adapt approved engineering methods and standards to the design, construction and maintenance of a variety of major projects; establish and maintain effective working relationships with employees, contractors, other agencies and the public, as necessitated by the work.

Licenses or Certifications

Possession of a valid Florida driver’s license required.
An active Leadership in Energy and Environmental Design (LEED), American Institute of Certified Planners (AICP), Certified Energy Manager or similar Facility/Energy related certification is preferred.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
