Plans and directs the efficient operation of the city’s Housing
and Community development division, responsible for day-to-day operations of
the division, including ensuring effective oversight and guidance for all personnel,
budget, and administrative matters; continuous effort to improve operations,
decrease turnaround times, streamline work processes, and work cooperatively
and jointly to provide quality seamless customer service; use of metrics and
data to manage performance of staff and programs; ensure division activity
complies with federal and state legislation and programmatic requirements,
including the adopted Community Redevelopment Plans for the City of Tampa’s
eight (8) community redevelopment districts.
Direct and coordinates project development activities,
programs, and initiatives including, but not limited to, evaluating housing
needs and resources and monitoring housing statistics; directing the
development of housing goals and objectives; owner-occupied and rental
rehabilitation programs, first time home buyers down-payment assistance
program; providing housing counseling and rehabilitation services; leads
implementation of a multi-county program for those infected and affected by HIV
and coordinates; oversees the City’s homeless outreach program; and administration
of various affordable housing programs specific to each community redevelopment
district.
Leads the division in support of the City’s strategic vision
for housing, initiate and support programs and direct efforts that support the
Mayor’s strategic priority concerning housing affordability across the
community, administer the Division’s federal and state housing programs.
Develop and administer policies and procedures related to
construction requirements, loan processing and underwriting, housing
counseling, and inspections for housing programs facilitated or directed by the
Division.
Interprets federal and state housing program regulations;
supervises the preparation of grant applications; implementation of federal,
state, and local housing programs; development of sub-recipient agreements and
vendor contracts; preparation of grant performance reports; develop performance
metrics for Community Redevelopment Agency housing programs.
Develops, reviews, monitors, and submits federal, state, and
local reports related to program participation and funding.
Participates and responds to all audit activity including
internal, external, federal, and state; routinely assesses the performance of all
initiatives to determine best use of resources; establishes and publishes
performance metrics that reflect the City of Tampa’s housing priorities and
progress toward Mayoral goals.
Prepares reports and correspondence; assigns, develops, and
evaluates personnel, prepares, and manages Division’s budget and work processes,
including integration of federal and state funding allocations and strategic
alignment.
Directs the preparation of marketing materials for programs.
Oversees the coordination and collaboration of the City with
external stakeholders including, but not limited to, The Tampa Housing
Authority, the Tampa Hillsborough Homeless Initiative (THHI) and with
developers, realtors, mortgage lending institutions, and others on matters
relating to community development and improvement.
Consults with nonprofit housing delivery organizations and
coordinates housing plans and programs with participating organizations;
interacts with lenders on various loan programs, lines of credit and escrow
accounts; interacts with builders and developers on delivery of affordable
housing; approves letters of loan guarantee, construction vouchers for payment,
and grant payments and documentation.
Represents the city at regional, state, national and
international levels concerning housing affordability; participates in Senior City
Staff meetings when requested; Present to City Council on relevant housing and
community development topics; support cross-collaboration and interdepartmental
coordination on housing and community development related activities.
Performs related work as required.
Extensive knowledge of: federal and state housing
program regulations; principles and practices of urban development and housing
management; community redevelopment and housing programs, including public
financing principles, loan processing procedures, and practices used in
construction contracts; current federal, state, and local housing redevelopment
rules and regulations; modern management practices and procedures; real estate
practices, procedures, and laws; public and private agencies rendering social,
economic, and related assistance.
Comprehensive and extensive knowledge of: housing,
building and energy codes; procedures used in title search, property
description and property assessments; applicable Federal, State, and local
laws, rules and regulations of the programs administered by the Housing and
Community Development Division, including State Housing Initiatives Partnership
(SHIP), the HOME Investment Partnership(HOME) Program, Housing Opportunities
for Persons with AIDS (HOPWA), Neighborhood Stabilization Program (NSP), Community
Development Block Grant Program (CDBG), and Community Redevelopment Agency (CRA)
housing programs and associated financial software systems.
Ability to: create and implement initiatives
associated with federal and state housing and economic development and
redevelopment programs; plan, assign, direct, empower and coordinate the work
of professional, paraprofessional, and clerical employees in a manner that
promotes full performance; provide strategic and tactical methods to achieve
goals and objectives; write and speak clearly and succinctly in a variety of
communication settings; establish and maintain effective and cooperative working
relationships with city officials, directors, managers, and employees,
representatives of banks, credit unions and other lending institutions,
nonprofit groups that support housing rehabilitation programs, and the general
public; set clear objectives and measures and monitor process, progress and
results; interpret rules, laws, and regulations applicable to redevelopment.
