Supervises a service division operation that includes the maintenance shop, communications, supply, budget, information technology, and administration; facilitates coordination and activities among the various Fire divisions and with other city departments.
Participates in developing, establishing, and reviewing the departmental mission, annual goals and objectives; participates in the development and implementation of department policies and procedures, deployment strategies, standards of conduct, incident management procedures, and tactical operations.
Directs preparation and monitoring of the annual operating and Capital Improvement Project budgets.
Prepares and makes public addresses to educational institutions and to civic, business, and community organizations; confers and cooperates with management staff of other city departments; cooperates with other city, county, state, and federal fire service agencies in matters of mutual interest or concern such as in the development of provisions for mutual aid and participation in arson task force investigations.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.
Performs related work as required.
Extensive knowledge of: principles and practices of modern firefighting, fire administration, organization and programs, and fire apparatus and equipment; federal and state laws and regulations relating to job duties; modern management practices and procedures; modern developments, current literature, and sources of information relating to the fire service.
Considerable knowledge of: emergency medical services, fire prevention, and fire training.
Working knowledge of: labor relations, including negotiations, contract administration, and grievance processing; application of data processing to fire administration and activities.
Ability to: write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of fire service employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers and other employees, labor union representatives, the media, and the general public; deal with public relations problems effectively, courteously, and tactfully; plan, organize and refine procedures; blend people into teams when needed and foster open dialogue and participation; set clear objectives and measures to monitor process, progress and results.
