Researches ways to improve delivery of City services through the use of the internet, industry publications, participation in professional groups and maintenance of contacts with other governmental organizations; monitors trends in technology development to identify new technologies that can improve the delivery of services.
Studies selected City department practices and procedures to determine the best methods for delivery of services; advises and mentors City department management personnel in the development and implementation of policy and management practices.
Identifies and assists departments in the implementation of new technologies that can improve the delivery of services; coaches and mentors City department directors on ways to improve the management of their operations.
Reviews manpower requests from city departments to determine if the work requirements meet the manpower requests; participates with departments in the development of RFPs and the monitoring of contractor performance.
Leads a variety of citywide initiatives to introduce new technology such as the Geographic Information System; serves as a resource to departments seeking to adapt their internal structure to changing environmental conditions; assists city departments in eliminating administrative and procedural barriers to the provision of efficient, effective and economical city services.
Conducts studies of department operations to determine best practices to be used to meet department objectives; assists city management/departments in developing and conducting surveys to measure the effectiveness of programs and service delivery.
Prepares reports and correspondence.
Performs related work as required.
Extensive knowledge of: municipal administration and organization; modern management practices and procedures; modern office practices, procedures and equipment; modern development, current literature and sources of information relating to technology and organizational development.
Considerable knowledge of: application of data processing to office operations, including records maintenance.
Ability to: blend people into teams when necessary and to foster open dialogue and participation; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, other employees and the general public; set clear objectives and measures and monitor process, progress and results; plan, organize and refine procedures; plan, assign, direct, and coordinate the work of professional, para-professional and clerical employees in a manner that promotes full performance.
