Introduction

This is highly responsible professional and managerial work in the preparation and administration of municipal design agreements, initial services agreements and construction contracts.

Nature Of Work

An employee in this class, under administrative direction, is responsible for managing the preparation of contract documents for professional and construction services and managing architectural and engineering design, and construction engineering and inspection services for capital improvement projects. Work involves the application of extensive initiative and independent judgment and is of unusual difficulty in such areas as coordinating Capital Improvement Projects (CIPs) with the budget office and user departments and coordinating negotiations with architectural and engineering consultants and with contractors for work directive changes and change orders for construction. Work is reviewed through conferences, reports, and results achieved. Appointed position; employee serves at the pleasure of the Mayor. As outlined in the City Charter, the incumbent must reside within the City of Tampa or be willing to relocate within a one-year period.

Examples of Duties

Reviews and submits CIPs for user departments; develops scope and cost information; coordinates CIPs with budget office and user departments; manages CIP specifications and bid documents.

Reviews and coordinates contract document “boiler plate” language for city’s “Standard Forms and Agreement” provisions for construction contracts; schedules and coordinates Consultants’ Competitive Negotiation Act (CCNA) selection processes; oversees process for review of qualifications of CCNA submittals;, takes responsibility for preparing and issuing Requests for Qualifications,  facilitating shortlist presentations and making recommendations.

Establishes annual contracts with architectural and engineering firms for design, bid document preparations, construction inspection, surveys, landscape design, and related services; manages architectural and engineering design.

Prepares and updates the Department’s Strategic Plan to align with the Mayor’s strategic initiatives.  Creates, maintains, updates, and implements departmental standard operating procedures.  Implements best practices for continuous improvement of work processes.

Plans and implements building improvements required by federal, state, and local regulatory agencies, including but not limited to, the American with Disabilities Act, energy conservation, sustainability and resilience.

Administers contracts from the bid evaluation phase through fulfillment of the contract including managing change orders, approving payment disbursements, dispute resolution and other matters related to execution of contracts and agreements.  As necessary, carries out contract terminations or defaults together with the surety and Legal Department in a timely manner.

Prepares reports and correspondence; assigns, develops, and evaluates staff; manages departmental budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of architectural and engineering design, and construction inspection services for capital improvement projects; modern management principles and practices; modern developments, current literature, and sources of information relating to contract administration including design-bid-build, progressive design-build, and construction manager at risk procurement delivery methods.

Working knowledge of: modern accounting principles and practices and the application of data processing to the establishment, monitoring, and analysis of capital improvement projects.

Ability to: read and interpret development plans and specifications and legal documents related to professional and service contracts.

Skill in: gathering and analysis of financial and budgetary data.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in architecture, civil engineering, environmental engineering, construction management, or related field and five (5) years progressively responsible experience in design or construction management activities, including three (3) years of contract administration and supervisory experience.

Licenses or Certifications

Architect or Professional Engineer registered in the State of Florida preferred.  Possession of a valid driver's license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
