***This position works a weekly rotating schedule depending on events taking place. This position will mostly work nights, weekends, and holidays with majority of work time spent working in the field.****
The employee in this class is responsible for assisting with planning, organizing, coordinating, and supervising operation for all municipal parking garages and lots. Work is of considerable difficulty and involves overseeing the operation of all off-street parking facilities on a variable schedule, supervision of parking for special events, and recommending, developing, and implementing improved collection, maintenance, and security methods and procedures. The employee prepares work schedules with subordinate supervisory personnel and is expected to maintain continuous awareness of facilities staffing and operating needs to ensure that those needs and other requirements are addressed in a timely manner. The exercise of considerable initiative and independent judgment is required in scheduling, coordinating, and monitoring work activities and in conducting checks and inspections to ensure that work is performed in compliance with established rules, regulations, and instructions provided. Tact and courtesy are required in contacts with the general public, and in receiving and responding to requests and complaints. Work is performed under direction of the the Parking Off Street Operations Supervisor and reviewed through conferences, reports submitted, and results obtained.
Plans, assigns, supervises, evaluates, and trains personnel at municipal off-street parking facilities and lots, establishes and maintains work schedules for garage operations, events, and custodial staff; ensures that all locations are opened and closed at the specified times; reviews work to ensure that instructions are carried out and tasks are performed efficiently, effectively, and as required; issues parking citations for vehicles violating parking ordinances.
Serves as division liaison for special events coordination; responsible for the division’s special events calendar; responsible for special internal division auditing projects.
Supervises cashiers’ relations with customers to ensure that complaints, disagreements, or misunderstanding about rates, equipment or services are resolved diplomatically.
Supervises maintenance and custodial employees of municipal parking facilities and lots; inspects, identifies and makes recommendations for maintenance and operations of facilities; recommends improvements to upgrade appearance and cleanliness of all parking facilities; solicits quotes from vendors such as but not limited to, signs, concrete repair, paint, lights, power washing, elevator repairs, bulk ordering cleaning supplies, parking equipment replacement parts or software upgrade.
Recommends personnel actions such as discipline, reprimands, demotions, suspensions, and dismissals in order to correct or terminate inappropriate or unacceptable work behavior; responds to employee grievances, completes performance evaluations by the due date.
Has daily interaction with the revenue control specialist, accounting and administrative staff, and the Parking Division audit team to ensure that the proper reporting functions were entered into the parking access software; strong communication skills required (verbal and email) when dealing with cash control, daily deposits, revenue trails, proper ticket control, validation and special event validation tickets.
Establishes, creates or adds to the operating procedure manual on a regular basis; updates policies; takes ownership and follow through with any operating enhancements.
Programs parking facility variable message boards as it pertains to specific events; understands MOT (maintenance of traffic) plans during special events; utilizes the parking facility count monitoring system related to parking access control equipment.
Performs related work as required.
Considerable knowledge of: methods, practices, procedures, and equipment pertinent to off-street municipal parking operations; appropriate rules, regulations, codes, and ordinances relating to a municipal parking operation.
Working knowledge of: parking operations, fiscal management principles and practices, and techniques of office administration; financial records keeping and cashiering; effective supervisory techniques; planning and scheduling techniques.
Ability to: supervise the work of a large staff effectively; plan, schedule, and coordinate off-street parking operations, maintenance, and security activities; prepare oral and written reports and impart them effectively; establish and maintain effective working relationships with subordinate personnel, other employees, and the general public.
