Nature Of Work

An employee in this class is responsible for performing a variety of tasks involving supervising the efficient and safe operations of a municipal scalehouse. Work is of more than average difficulty and involves scheduling, assigning, supervising, and reviewing the work of employees engaged in performing customer service and cashiering functions. Important aspects of the job involve checking equipment and vehicles used in the operation to ascertain working condition, and ensuring proper documentation and accountability for daily transactions involving cash receipts and accounts receivables. Under general supervision, the employee is required to exercise reasonable initiative and independent judgment in enforcing operating rules and regulations and in supervising and reviewing the work of subordinate employees covering extended shifts. Tact and courtesy are required in contacts with the general public. Work is reviewed while in progress through observation and upon completion through conferences, reports submitted, balancing of cash receipts, and results obtained.

Examples of Duties

Supervises the operation of a municipal scalehouse; assigns, supervises, and reviews the work of employees engaged in performing customer service and cashiering tasks including operating a computerized scale for determining weight of refuse, assessing charges, and receiving payments; maintaining credit card terminals; works closely with the Revenue and Finance Department to establish and monitor pre-paid commercial disposal accounts; captures data associated with refuse collected/disposed, checks to ensure work of subordinates is performed accurately and in accordance with established operating procedures;oversees PPE inventory for sale; addresses and resolves customer complaints; performs daily balancing of all cash receipts and accounts receivable; prepares periodic and special financial, waste comparison and operating reports, establishes emergency weights, tare and re-tare vehicles, monitors unattended scale activities such as assisting drivers, adding and removing RFID Fast Pass tags in Auto Scale; collects and reconciles weigh tickets from off-site disposal sites during waste diversion events; works closely with third-party waste haulers and transfer station staff to ensure adequate flow of waste off property for disposal; proposes standard operating procedures for direct customer billing via the Cayenta Utility Management System.

Prepares work schedules, insuring all shifts are adequately covered; provides training, guidance, and assistance to employees with questions or problems in the performance of assigned duties; enforces facility operating rules and regulations; requisitions, issues, and accounts for supplies, equipment, and materials; checks equipment/vehicles regularly to ascertain operating condition.

Drives light automotive equipment as required.

Provides information, assistance and service to the general public, employees and others in person, by telephone and other forms of communication.

Secures facility and equipment at the close of the workday.

Recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline; responds to employee grievances; completes employee performance evaluations; approves leave and requests for training.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: the services and functions of a municipal refuse transfer station, scalehouse and waste-to-energy facility; laws and rules governing procedures and legal requirements encountered in government operations, specifically in solid waste operations; effective customer service practices and techniques; standard office practices, procedures, and equipment usage.

Working knowledge of: Microsoft Office software, municipal codes and other environmental permitting and regulation associated with a disposal facility, office records keeping practices and methods; the practices and procedures of cashiering; business mathematics; occupational hazards and appropriate safety precautions; effective supervisory techniques.

Ability to: make routine decisions in accordance with established policies and procedures; assign, supervise, and review the work of subordinate employees; receive cash, record payments, and calculate and give change with speed and accuracy; communicate effectively with persons of diverse social and economic backgrounds; perform routine mathematical calculations with speed and accuracy; maintain records and prepare clear and concise reports and cash receipts; understand and follow oral and written instructions; establish and maintain effective working relationships with other employees and the general public.

Skill in: the operation, care, and minor maintenance of various machinery and equipment such as cash registers, credit card terminals, utility software systems for billing and collection, printers, personal computers, computerized scales, Auto Scale, unattended scale machine, and vehicle Fast Pass RFID tags.

Minimum Qualifications

Graduation from an accredited college or university with an associate's degree in business administration or a related field; or high school diploma, supplemented by business college or courses in business administration or a related field and seven (7) years of progressively responsible cashiering, general office or clerical experience, including at least three (3) years in customer service or public contact experience and one (1) year of experience in a lead, preferably supervisory capacity; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license; HAZWOPPER certification, Transfer Station and Materials Recovery Facility, Initial Training Course for Spotters at Landfill, C & D Sites, and Transfer Station within two (2) years of employment in this classification.
