An employee in this class is responsible for performing a variety of engineering assignments, which are learned through on-the-job training or previous experience. Work is of average difficulty and may include the following activities: development, construction, inspection, or maintenance of projects; laboratory testing of construction materials; service request analysis; and electrical, right-of-way, or traffic engineering assignments. Under general supervision, employee exercises some initiative and independent judgment to meet program needs, objectives, and goals. Work is reviewed while in progress and upon completion through conferences, oral and written reports, and observation of results obtained.

Designs and details working drawings, and assists with preparation of plans, specifications, and contract documents for general or specialized public utility projects; reads and interprets blueprints, technical drawings and diagrams, plans and specifications, etc., to facilitate proper construction; conducts surveys, completes profiles, and computes grades for construction of sanitary sewers, water mains, and such public works projects as storm sewers, streets, sidewalks, curbs, buildings, and other structures.

Performs office engineering functions; analyzes plans and specifications, estimates costs, reviews requests for service, and performs area studies for problem analysis; researches easement and right-of-way conditions; designs systems for piping and equipment layout.

Conducts some on-site inspections of construction jobs; provides input into submission of final “as built” construction plans; coordinates specifications for contract construction work with contractors, engineering firms, and governmental agencies; provides input and reviews development or revisions of rules, regulations, ordinances, and correspondence.

Operates a testing laboratory; performs quality control tests on construction materials, primarily for soil density, asphalt quality and concrete strength; answers questions on phone or in person in order to inform the public about city services, billing, municipal ordinances, inspections, parking, etc.

For positions in traffic engineering: participates in traffic engineering activities to include accident analysis, timings for all signalized intersections, signal design, planning, and studies in addition to fabrication, installation, and/or maintenance of traffic signs and markings; conducts investigations to determine proper locations for traffic signs and markings and prepares related ordinances; prepares functional requirements of specifications associated with the purchase of signs, marking materials, and labor; establishes and maintains related data collection systems to support both operations and maintenance; participates with contractors in developing computerized traffic engineering and accident analysis programs.

Updates state environmental regulations publication; receives and responds in writing to requests from the general public and representatives of other agencies in order to provide information.

Trains sub-professional, technical, and clerical personnel, as required.

Performs related work as required.

Some knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations and ordinances, and other pertinent documents; developments and information in assigned field of engineering.

Ability to: learn to plan, design, and review the work of others; read and interpret engineering plans, and specifications; analyze engineering data and draw sound conclusions; develop skill in the use and care of engineering tools; prepare and submit clear, concise reports both orally and in writing; establish and maintain effective working relationships with other employees, officials, and the general public.

Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment.

NOTE: Individuals currently in their last semester of school may apply. Should they be selected prior to graduation, they will have six (6) months to complete their degree in order to retain their position.

Some positions may require possession of, or the ability to obtain, a valid Florida driver’s license. Possession of a license issued by the State of Florida to handle radioactive materials may be required.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
