This is responsible professional work involving a variety of projects and initiatives related to smart mobility and traffic management.

Nature Of Work

An employee in this class is responsible for tasks of considerable difficulty involving a variety of smart mobility project assignments which may include project development, construction administration, inspections, consultation and user department coordination. Under direction, the employee is required to exercise considerable initiative and independent judgment in selecting work methods and formulating sound recommendations. This position requires a high degree of technical knowledge in project management, engineering design, construction inspection and administration. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Coordinates development of smart mobility/traffic projects, including scope development, estimates, project schedules, and coordination with user departments and consultants.

Reviews project documents prepared by consultants or technical staff; reviews progress and final project plans for completeness prior to public advertisement for bids; oversees flow of paperwork such as drawings, material submittals, and supplementary drawings during the construction administration portion of projects.

Manages, designs and reviews traffic signal and intelligent traffic system design projects.

Manages the traffic signal system contracts, coordinates with the appropriate agencies, and reports project phases.

Investigates and responds to customer service issues relative to intelligent transportation systems, traffic signal timings and signal facilities. Develop and review traffic controller timings and phasing diagrams

Oversees the installation, operations and maintenance of the smart mobility and intelligent transportation systems.

Conducts design reviews for projects within the City including FDOT, developer, City CIP, TECO or similar partners.

Performs the reversing of the Selmon Expressway Reversible Lanes per the agreement with the Hillsborough County Expressway Authority (THEA) as needed.

Support special event operations including Gasparilla, stadium events, downtown events and other events as needed. Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: Principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; knowledge of the MUTCD; engineering developments and information related to traffic engineering and operations; FDOT design and engineering specifications and guidelines relative to roadway, ITS, connected vehicle technology, mobility-as-a-service, traffic signals and signal timings, signing/marking and safety; Smart City applications and related initiatives.

Ability to: Coordinate, assign, and review work engaged in a variety of engineering assignments; plan, design, and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; manage transportation projects; train others in the assigned area; establish and maintain effective working relationships with employees, officials, and the general public.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering preferably related to the area of assignment, three (3) years of engineering experience and a minimum of one (1) year of experience in a traffic management capacity.

Possession of a valid Florida driver’s license required.
