Supervises and coordinates activities and personnel within the area of land development and zoning; serves in the capacity of Zoning Administrator, as needed, and supervises and coordinates the daily administration of the provisions of the Zoning-related Chapters provisions of the City of Tampa Code; coordinates review of land development and zoning initiatives; administers zoning code provisions; supervises and coordinates zoning changes, special uses, alcoholic beverage permits, official zoning-related letters for lands within the City limits, and/or variances.
Collects, assimilates, analyzes and interprets data and indicators regarding municipal conditions and determines consistency with the City’s Comprehensive Plan, Land Development regulations, and State and Federal growth management legislation; supervises, and prioritizes work for concurrency management.
Makes presentations of land development agenda items to City Council and municipal boards, including vacations, encroachments, fence agreements, special uses, code appeals, special projects, code changes, etc.; conducts and/or participates in public hearings for variance reviews, special uses, design guidelines, etc.; makes presentations to business, professional, civic and neighborhood groups; confers with technical engineering, environmental and planning personnel and reviews plans and specifications for land development; conducts and participates in meetings and public hearings to gather, present and distribute information.
Develops, or aids in the development of, new policies, regulations and ordinances related to development review, growth management and issuance of permits; provides recommendations on long range planning and policy development to promote sound growth management.
Coordinates with Legal Department representatives to develop ordinances, resolutions, and development agreements; ensures that all reviewing agencies provide proper and complete responses, comply with regulatory provisions applicable to reviews, and respond within allocated time periods; participates in special projects; meets with citizens and development community petitioners to resolve problems related to the development process.
Assists Division Manager in establishing policies for land development coordination, including regulations and processes related to subdivisions, zoning. alcoholic beverages, and community planning.
Prepares reports and correspondence; assigns, develops and evaluates staff; recommends such personnel actions as employment, promotion, transfer, and discipline; completes performance evaluations and supervises unit work processes.
Performs related tasks.
Considerable knowledge of: the principles and practices of urban planning; modern management practices and procedures; federal, state and municipal legislation impacting municipal government land development and zoning; recent developments, current literature and sources of information in the field of planning and growth management.
Working knowledge of: supervisory techniques and practices; computer technology and software applications pertinent to land development and zoning processes.
Ability to: plan, assign, direct and coordinate the work of professional, para-professional and clerical employees in a manner that promotes full performance; plan, manage, coordinate and participate with city officials, administrators and employees in complex permitting, site development, growth management, land development and zoning activities; read and interpret plans and specifications to determine conforming with regulations; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with City Officials, Director, managers and other employees and the general public; set objectives and measures and to monitor process, progress and results; plan, organize and refine procedures.
