Nature Of Work
The employee in this class will coordinate,
direct and monitor all plant health, safety and environmental compliance
programs, issues and results. Under limited supervision, the employee
selects and develops methods of accomplishment to obtain desired results within
the limits of policies and governing laws. Work is of considerable
difficulty and requires the exercise of reasonable initiative and independent
judgment. The position requires frequent interaction with internal and
external contacts to obtain or supply factual information or to provide safety
consultation and advice. Work is reviewed through conferences, reports
submitted and evaluation of programs’ impact.
Examples of Duties
Manages and oversees compliance with Federal, State and Local environmental
regulations according to facility and city policies; monitors plant operation
for compliance with operating permits.
Develops and implements policies and procedures necessary to meet
requirements of occupational health and safety standards.
Follows standard safety procedures, corrects safety and
environmental hazards; reads, understands and implements lockout/tagout, safety
rules, job hazards analyses, operating and maintenance instructions and
procedures manuals.
Provides environmental guidance and oversight for the Water
Treatment facility and other areas as requested, including input and
recommendations to the leadership team.
Conducts thorough and accurate environmental incident
investigations and associated regulatory reports.
Coordinates or conducts all health, safety or OSHA related
training; develops and implements policies and procedures to ensure a safe
environment for all employees, contractors or visitors; administers, maintains
and supports the internal plant safety committee.
Maintains compliance with City internal policies to address loss
prevention and control.
Oversees environmentally related work performed by contractors,
consultants, and employees.
Maintains environmental information systems and communicates
non-compliance events, potential public/media issues, and environmental
testing/inspection activities to the plant leadership team.
Provides assistance to plant manager in reporting of
non-compliance events.
Develops and maintains accurate environmental records, safety records,
training records, operating logs, inspection reports, test reports and
monitoring reports.
Performs related duties as required.
Knowledge, Skills & Abilities
Extensive knowledge of: federal, state and local environmental laws;
Title V air permits, hazardous waste, GHG, SPCC, CERCLA, NSPS, NPDES, and
SWPPP; principles and practices of loss control techniques; work place safety
and accident prevention techniques; effective training techniques; safety rules
and regulations mandated by law.
Ability to: conduct inspections to determine root cause of accidents and injuries;
conduct research and analysis and prepare reports and recommendations based on
the findings; communicate effectively both orally and in writing; develop and
conduct training for groups; establish and maintain effective working
relationships with employees, external contacts, vendors, and others; learn and
operate software and hardware for Continuous Emissions Monitoring (CEM) and
data acquisition systems.
Skill in: training of others; use of safety equipment; use of personal computer
and related applications.
Minimum Qualifications
Graduation from an accredited college or
university with a bachelor’s degree in a biological, chemical or physical
sciences, engineering or related field with four (4) years of environmental
compliance, occupational health and safety experience in an energy plant or
related environment. Master’s Degree preferred.
Licenses or Certifications
Possession of a valid Florida driver’s license
required
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
Employees may be required to
work rotating shifts, including nights, weekends, holidays and overtime as

an emergency declaration for the City of Tampa, all employees may be required
to work in preparation, response or recovery activities related to the stated
emergency.
