Supervises the work of subordinates engaged in performing a variety of responsible technical transportation engineering assignments; schedules, assigns, supervises, and reviews the work of employees involved in conducting investigations and recommending solutions to traffic flow and control problems; supervises the collection and assembly of diverse technical traffic data; directs the analysis of data and the preparation and presentation of reports to facilitate transportation studies; supervises the conduct of signal warrant studies; supervises the analysis of signalized intersections’ capacity and level of service; supervises the review of construction/site plans for compliance with off-street parking ordinances and various other traffic laws and regulations; directs progression system reviews to maintain system operating integrity.
Prepares correspondence to interested/involved parties regarding traffic situations, problems, and needs; supervises preparation of charts, graphs, tables, and other visual aids for the presentation of data; responds to public inquiries and/or complaints in order to provide information and/or resolve, or refers to proper person for resolution; monitors radio for emergency calls requiring action.
Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction; meets with developers and interested people regarding major or potential construction projects within the Tampa/Hillsborough area; interprets codes or regulations in order to ensure compliance with same; determines impact fees (transportation); determines transportation concurrency for compliance with concurrency management system; drafts design of intersections and stripping for geometric improvements.
Provides guidance, assistance and in-service training to subordinate employees in the performance of assigned tasks; confers with utilities on such matters as service requirements, points of entry and easement; coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; reviews drawings prepared/submitted by others to identify conflicts with actual field conditions/assure compliance with plans and specifications; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; completes employee performance evaluations.
Performs related work as required.
Extensive knowledge of: the Manual of Uniform Traffic Control Devices; signals, signs, and markings and their applications and usage; municipal rules, regulations and ordinances relating to traffic flow and control.
Considerable knowledge of: mathematics; work hazards and appropriate safety practices; charting and graphing procedures and practices.
Working knowledge of: basic training and supervisory techniques; planning and scheduling techniques; effective counseling techniques; purpose and objective of employee performance evaluations; disciplinary and grievance policies and procedures.
Ability to: develop work plans and schedules; diagnose training and development needs of subordinates and deliver training programs; coordinate activities of others and evaluate work product for accuracy and completeness; communicate moderately complex ideas and information orally and in writing; read and interpret engineering plans and specifications; perform mathematical computations rapidly and accurately; pursue a logical line of inquiry to conclusion; maintain accurate and complete records; recognize conditions which lead to unsafe work/unacceptable product; confront difficult/unpleasant situations and be decisive; prepare project time and cost estimates; establish and maintain effective working relationships with others.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
