Employees in this class supervise and participate activities associated with the development and maintenance of the City’s Consolidated Plan, oversees the development of the City’s Annual Plan, provides grant support, project management and evaluation services to support the City’s community development efforts and directs special purpose planning projects. Furthermore, employees will provide grant support to any of the following City of Tampa’s programs such as CDBG, ESG, HOPWA, HOME, SHIP and other community development funds.
Work is of unusual difficulty, includes supervision of subordinate personnel and requires the exercise of extensive initiative and independent judgment in planning activities which impact the municipal, federal and state resource allocation process through operating and capital improvement budgets and the solicitation and administration of grants. Work is performed under direction and reviewed through conferences, reports submitted, and results obtained.
As a Community Development Coordinator, the employee will have advance knowledge and skills in at least one of three (3) core division areas: Housing, Public Service or Homelessness, and the ability to provide support to at least one additional area.
Housing
Administer HOME, CDBG, NSP and SHIP funds. Participate in planning efforts with outside agencies and service providers (e.g., non-profits, Housing Authority and housing developers). Oversee the RFP process and pre-application workshops for entities seeking CDBG, HOME, SHIP, NSP and or other state and federal program funding.
Public Service
Administer CDBG and other community development funds. Participate in planning efforts with outside agencies and service providers (e.g., Social Service agencies, non-profits, housing developers). Oversee the RFP process and pre-application workshops for entities seeking CDBG and other state and federal program funding.
Homelessness
Administer Housing Opportunities for Persons with AIDS (HOPWA) grant program for Hillsborough, Hernando, Pasco and Pinellas counties. Administer the Emergency Solutions Grant (ESG) and Tenant Based Rental Assistance programs. Participate in planning efforts with outside agencies and service providers (e.g., Ryan White Health Care Council, Tampa/Hillsborough Homeless Coalition, US Office of HIV/AIDS Housing). Oversee the RFP process and pre-application workshops for entities seeking HOPWA and ESG funding.
Preparation and maintenance of the City’s Consolidated Plan, including monitoring of plan elements and periodic evaluation and appraisal of the plan with subsequent major updates and amendments.
Preparation and maintenance of the City’s Annual Action Plan and Consolidated Annual Performance Evaluation Report, identifying priorities and applying quantitative and qualitative assessments of strategies; develops and coordinates the implementation of strategic initiatives, including program development, evaluation, fiscal analysis and monitoring.
Plans, assigns, schedules, supervises, and reviews the work of subordinate professionals; recommends such personnel actions as employments, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations, trains and orients new employees and provides technical advice and guidance.
On a project basis, oversees and coordinates staff in: completing special technical and planning projects such as neighborhood revitalization, public service, affordable housing, redevelopment plans and development of conceptual designs.
Coordinates and reviews the development and implementation of research and data collection methodologies to provide municipal conditions and needs analysis; development of short-range and log-range plans in conjunction with city staff, non-profit and for-profit community partners.
Participates in planning, directing and overseeing division activities; searches for, identifies and analyzes grant opportunities; provides technical assistance to division in preparing grant proposals and coordinating the grant process through application, state and federal review, implementation and audit stages; maintains tracking status of all city grant activities.
Serves as liaison with other governmental officials and agencies to coordinate planning efforts and to develop and maintain funding sources; prepares reports and correspondence.
Performs related work as required.
Considerable knowledge of: principles and practices of the Department of Housing and Urban Development programs, State of Florida Community Development programs, housing and public service agencies; management systems.
Extensive knowledge of: federal, state and municipal legislation impacting and funding community development planning efforts; methods of collection and analysis of planning data and research design and methodology; modern developments, current trends, issues and sources of information relating to professional planning, grants acquisition and administration and project management.
Ability to: plan, assign, supervise, review and coordinate the work of assigned staff; prepare oral and written reports in a variety of settings; conduct analytical research and draw sound conclusions; establish effective working relationships with city officials, directors, managers and employees, officials of other governmental organizations, representatives from public and private organizations and the general public; interpret grant requirements and write effective grant proposals
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
