Behavioral Health Clinical Supervisor

An employee in this class is responsible for performing an analysis of police department mental health calls for service and cases to identify patterns, trends, and common characteristics. Responsible for providing crisis-oriented clinical services in the community, including assistance to emergency personnel in dealing with crises involving major events (individual, family or community) such as mental illness, addiction, hostage situations, deaths including suicides, overdoses, and child deaths, etc. and to emergency personnel in dealing with critical incidents as indicated. Responsible for supervising multidisciplinary and ancillary support staff to plan and organize a Behavioral Health program for mentally or emotionally disturbed adults, children, youth, or elderly clients; and assist in coordinating social work and treatment activities with medical, psychological, and other professional services. Work is performed under general supervision and requires the exercise of extensive initiative and independent judgment in executing project plans, generating and presenting reports.  Work is reviewed while in progress through conferences and reports submitted and upon completion through results obtained.

Works in a variety of natural environment settings frequently under very chaotic and/or potentially dangerous conditions with police presence.

Involved with a wide variety of critical and stressful work assignments as the need presents itself; manages multiple demands in a fast-paced environment.

Trains, instructs, and evaluates subordinate staff; creates and manages work assignments.

Operates independently of police at scenes, consults as needed, and initiates problem-solving activity as needed.

Studies and makes suggestions and recommendations on special, complicated, or problem cases.

Assists in planning, developing, and implementing mandatory and discretionary mental health programs in accordance with applicable laws, ordinances, and regulations by determining the type and level of services to be provided; measures of quality assurance to be employed; and formulating and carrying out policies and procedures.

Remains abreast of new developments in the field of psychiatric social work or marriage and family therapy.

Performs related work as required.

Knowledge of: community resources, mental health, risk assessment and management, and crisis intervention.

Ability to: rapidly form positive relationships and to work effectively with law enforcement, police dispatch, and other emergency personnel; demonstrate and effectively use a personal computer and related office software; manage and prioritize routine, specialized and complex assignments; relate to clients of various ages, economic/educational backgrounds, personality types, and problems; participate in extensive cross-training with police; work and make critical decisions in high-pressure situations; work cooperatively with a wide variety of systems; complete police-related training to include training in policies and procedures. 

Graduation from an accredited college or university with master's degree work in counseling, psychology, social work, or a related field and two (2) years of behavioral health, rehab and mental health counseling, psychology or social work experience and a minimum of three (3) years of supervisor experience. 

Possession of a valid Florida driver’s license.

Possession of a State of Florida licensed mental health counselor or licensed clinical social worker, licensed under Florida State Statute 491.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
