Introduction

This is highly responsible work involving the advancement of the city’s commitment to increasing energy efficiency and transitioning to renewable and carbon-free energy sources.

Nature Of Work

The employee supports the Sustainability & Resiliency Officer through various efforts to increase energy efficiency and transition city staff and citizens to renewable and carbon-free energy sources. The employee will be responsible for implementing the city’s Climate Action & Equity Plan and related greenhouse gas and carbon reduction plans. The work falls into two primary categories: 1) improving energy efficiency across diverse assets and, 2) assisting with the transition to low carbon and renewable energy sources. Tasks are of more than average difficulty and require significant tact, diplomacy and discretion in all internal and external interactions. Working under general supervision, employee is required to exercise reasonable independent judgment and initiative in coordinating activities and responding to the public. While this position reports to the Sustainability & Resilience Officer, the person will work closely with the Logistics and Asset Management Department, which includes facility management and fleet and alongside of the develop of major capital improvement projects. Work is reviewed through observation, conferences, training evaluations, reports submitted, and results obtained.

Examples of Duties

Develops and conducts building energy model, determines appropriate sustainability performance measures, tracks utility cost and consumption, tracks sustainable purchasing program, develops performance metrics for energy and sustainability initiatives, and determine savings and avoidance. 

Identifies financial resources, i.e., grants, and obtains funding for development and implementation of energy conservation and sustainability measures. Researches and writes grant proposals to secure funding.

Reviews and updates operations and maintenance procedures, ensures optimum performance of equipment and system efficiency, manages continuous commissioning, integrates energy and sustainability initiatives into operations and maintenance, implements energy conservation and sustainability measures, and plans for new construction.

Establishes goals and targets for strategic plan, identifies future industry trends, develops operation matrix, writes energy management and sustainability policies, standards, and guidelines, develops implementation plan, obtains stakeholder buy-in, and develops energy and sustainability program budget.

Identifies opportunities and implements renewable and low carbon energy projects.

Establish and/or enhance weatherization and low-income energy programs aimed at reducing utility bills for vulnerable residents

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: business English, spelling, grammar, and arithmetic; learn methods and techniques related to tree planting and green stormwater infrastructure; practices and methods of volunteer engagement.

Ability to: establish and maintain effective working relationships with city officials, department representatives, members of community groups, and the general public; write and speak clearly and concisely in a variety of communication settings; be flexible in dealing with diverse audiences; observe and record information and incidents; evaluate information, draw sound conclusions, and prepare and submit oral and written reports; maintain files and databases; perform complex energy analysis and successfully translate findings into actionable policy through collaboration and financial justification. 

Skill in: planning, marketing and coordinating volunteer events; computers, MS Office and various digital technologies; operation of various parks and facilities maintenance tools.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s in sustainable energy management, renewable energy, energy engineering, building sciences, energy technologies, or related field and two (2) years of experience in energy monitoring, energy efficiency, sustainability, renewable energy, or education (in the listed fields).  

Experience in carbon management is a plus.

*Students currently enrolled in a master’s program may receive consideration if available to work full time hours.

Licenses or Certifications

Possession of a valid drivers license required.

Possession of CPR and First Aid certificates, or ability to obtain within six (6) months.

Conservation-related accreditation preferred, such as Certified Energy Manager, BPI Certified Professional, LEED Green Associate or Accredited Professional, or other similar accreditation.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
