Provides day-to-day leadership of utility construction projects such as, potable and reclaimed pressure pipe installation, force main installation, and gravity wastewater/stormwater pipeline installation including all right-of-way restoration.
Oversight includes project budgeting, planning, sub-contract procurement, material procurement, performance testing, regulatory compliance, and all associated restoration which may include sodding, concrete driveways, sidewalks, curbs, asphalt patching, milling and overlay.
Oversees proper operation and maintenance of construction equipment and vehicles.
Responsible for maintaining a safe construction site/project by developing operating procedures and ensuring all personnel are properly trained and informed.Monitors and evaluates work practices and overall team performance; coaches and motivates other leadership team members, team leaders and specialists; facilitates groups; identifies problems in early stages; makes timely decisions; monitors and demonstrates continuous improvement.
Assists division manager in strategic planning which includes budget administration, metric generation, resource allocation, goal development, employee development, performance evaluations, and tracking, implementing, and completing departmental goals and objectives.
Develop and maintain subcontracts with material suppliers, equipment suppliers, and specialized project related services.
Coordinates with Department of Health to ensure projects are delivered in a manner that meets or exceed Department of Environmental Protection rules and policies.
Coordinates balance of resource pool through planning with all division team leaders and support supervisors.
Ensures effective two-way communication throughout the organization; communicates with City administration; serves as intergovernmental and intradepartmental liaison.
Performs related work as required.
Advanced knowledge of: Pipeline construction methods and the related regulatory requirements; building and directing teams; leadership.
Intermediate knowledge of: the organization; performance management; team dynamics; budgeting; scheduling; equipment maintenance.
