An employee in this
class is responsible for managing the activities of employees engaged in
application data systems planning, development and maintenance projects,
systems software installation and maintenance projects, or data base
administration projects. These projects support
Police and Fire. Extensive
initiative and independent judgment are exercised in planning, administering
and controlling the work programs for each project; additionally, these
employees perform technical analysis and design activities when necessary as a
result of time constraints. These employees perform all personnel
management activities for assigned project team members. Under direction,
the employees develop schedules for projects as well as monitoring and
controlling techniques to ensure that schedules are maintained. Tasks are
of considerable difficulty and include participation in the development of
information systems practices and procedures. Work is reviewed through
conferences, reports submitted, and results obtained.
Plans and organizes the work programs for assigned projects; identifies personnel skills required; develops schedule and means for coordination and control of task completion.
Administers the work programs for assigned projects; assigns personnel to complete tasks; monitors and reviews work at various stages of completion; approves work upon completion; establishes and maintains communications between Technology and Innovation (T&I) staff and users.
Controls the work
programs for assigned Public Safety (Fire and Police) projects; reports the progress and performance of tasks;
coordinates departmental involvement; ensures continuity of activities; ensures
the efficient operation of the project team.
Manages the personnel functions for project team members, including participation in employment interviews, selection decisions, counseling of employees, completion of employee performance evaluations, and conducting training programs.
Participates in contract administration, project administration and third party negotiations; coordinates special administration projects or assists in managerial special projects; participates in evaluations of applications software products.
Assists in T&I management through participation in strategic planning, policy development, system administration, budget preparation, management meetings and advice, special projects, and general T&I administration.
Coordinates system conversion effort and performs necessary tasks; prepares test data and verifies systems test results; analyzes and resolves system problems; consults with users and technical and functional project team members on questions or problems;
designs and coordinates implementation of multi-agency converting and systems integration projects, providing inter-agency data access and data sharing.
Performs assorted system management tasks using a variety of automated tools in order to support other related system software products; develops and/or modifies system documentation and user procedures; develops functional specifications; prepares program and production run specifications from functional specifications and technical system design; supervises the development and/or modification of program and production run documentation; analyzes and resolves production system problems; redesigns production systems and/or production runs, as necessary.
Ascertains demands and impact of computer systems on data center and users; reviews projects relative to efficiency of operation and time limitations; conducts post-installation reviews of systems and programs to determine if efficiency goals are accomplished; recommends system modifications to improve operating efficiency; implements and maintains on-line communications facilities.
Manages and coordinates use of data base; monitors data base performance; enforces data base standards; defines and maintains data base access and security procedures, and data base dictionary; prepares data base contingency plans and recovery procedures.
Writes, tests, and debugs computer programs; performs systems analysis and programming functions for special projects; conducts application and system audit review; engages in independent research and prepares and presents reports of findings; prepares cost/benefit analyses; evaluates, acquires and coordinates computer hardware upgrades/installations and installation of third party software products; coordinates scheduling of maintenance with vendors.
Coordinates preparation and maintenance of disaster recovery plans for computer systems under T&I operational control; coordinates and participates in testing and evaluation of current disaster recovery plans on an annual basis.
Performs related work as required.
Extensive knowledge of: methods, procedures and equipment employed in data processing operations; supervisory and training techniques.
Considerable knowledge of: computer technology, systems analysis, programming techniques, languages, operations, and data base management, all in the Public Safety (Police and Fire) realm; records keeping and office administration procedures; project management techniques. In addition, understand and manage multiple projects within a portfolio that is subject to financial grant deadlines and fiscal budget constraints in a government industry.
Ability to: plan, organize, schedule, assign, supervise, and review the work of project team members; analyze problems, draw sound conclusions and discern feasible recommendations; prepare administrative and technical reports and papers for the highest level of city leadership including legislative bodies, committees and administrators; establish efficient standards and procedures for assigned projects; establish and maintain effective working relationships with employees, department directors, officials, and others.
Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and three (3) years of experience in computer programming and analysis; or an associate's degree in computer science or a related field and five (5) years of experience in computer programming and analysis; with six (6) months in supervisory or lead experience.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
