This is responsible and technical work involving
automotive inspection to determine repair requirements and automotive repair
shop workload control. Bargaining unit position.
An employee in this class is responsible for participating in
the performance of quality inspections of municipal automotive vehicles and
equipment for the purpose of determining repair and maintenance requirements
and for assisting in and assigning standard repair schedules to perform
automotive vehicle and equipment maintenance and repair work. Work is of more
than average difficulty and includes training and/or debriefing automotive
equipment operators, conducting physical inspections, analyzing symptoms, and
recommending corrective actions, as well as providing technical assistance. It
also involves participating in assigning flat rates for unestablished and
unexpected repair and maintenance work. Under general supervision, the employee
is required to exercise reasonable initiative and independent judgment in
performing assigned tasks. Work is reviewed through inspections, conferences,
observations, reports submitted, and results obtained.
Coordinate and participate in the activities of the technical
service writing section, which is involved in performing quality inspections on
all types of automotive vehicles and equipment to determine repair
requirements; debrief automotive equipment operators and conducts physical
inspections of vehicles; review vehicles history file for past maintenance
activities; inform fleet operations superintendent of any suspected vehicle or
equipment abuse; determine mechanical conditions and parts requirements;
prepare work orders designating appropriate corrective actions to be taken.
Analyze unusual or complex symptoms and complaints encountered
in the physical inspection and automotive equipment operator debriefing
process; serve as liaison between operations control and the appropriate shop
supervisor concerning unusual or complex symptoms and complaints.
Conduct sample inspections of work performed at the municipal
central garage to ascertain both quality of work and that parts installation
has been accomplished before releasing vehicle or equipment to the user
department or division.
Deliver vehicle or obtain transportation of vehicles to outside
repair shops or dealers for warranty work; obtain quotes for sublet work;
deliver or coordinates delivery of vehicles to the sublet vendor; receive
delivery invoices for outside repairs or warranty work; conduct complete
inspection of work performed by outside vendors before releasing vehicle or
equipment to the user department or division or to the workshop for further
repairs, and, upon acceptance, process invoices.
When assigned to the Parks department: monitor daily operations
of substation; notify division of all vehicles and equipment to be delivered to
outside repair shops or dealers for warranty work; identify start and stop
times when routing work to appropriate shops; communicate unexpected vehicle
and equipment delays to user divisions; develop and utilizes a tracking system
for PMs and work orders, as well as for minor repairs; train lower level
employees in troubleshooting and the proper maintenance of equipment; perform
minor maintenance and repair on small engines, such as weed-eaters, mowers,
chainsaws, utility carts, etc.
Post information from invoices to vehicle work orders; update
the FASTER repair history; review schedules for vehicles in for unscheduled
repair to determine whether preventative maintenance inspection should be
performed; maintain records, review technical repair publications, and prepare
reports as required.
Monitor new vehicle and equipment receiving; inspect new
vehicles for compliance with purchase specifications; process invoice for
payment and updates FASTER inventory; perform data analysis for replacement
vehicles and monitors and document the status of vehicles being replaced.
Review and process vehicle title and tag applications; review, research
and monitors auction results to determine vehicle resale value; coordinate
disposal of vehicles.
Performs related work as required.
Considerable knowledge of: standard methods, practices,
tools, and equipment used in automotive and mechanical maintenance and repair;
maintenance and repair requirements of a variety of automotive and mechanical
equipment; occupational hazards and safety precautions of the automotive
maintenance and repair trade, especially as applied to the Occupational Safety
and Health Act (OSHA); operation and use of diversified automotive vehicles and
equipment.
Working knowledge of: automotive inspection
techniques and procedures; automotive repair scheduling procedures and
techniques.
Ability to: plan, assign and inspect the work of others;
establish and assign repair time standards for vehicle and equipment repair;
perform preventive maintenance and minor repairs on small engines when necessary;
perform mathematical calculations; establish and maintain effective working
relationships with other employees and the general public; follow oral and
written instructions; prepare and submit clear, concise, accurate, and complete
reports; operate a computer.
Graduation from an accredited high school or vocational school
with three (3) years of experience in servicing, maintaining, and repairing
automotive and mechanical equipment preferably including one (1) year of
experience in diagnosing malfunctions in automotive vehicles and/or equipment
to determine repair and maintenance requirements, or an equivalent combination
of training and experience.
Possession of a valid Florida Commercial driver’s license Class
B plus Air Brakes within 6 months of employment.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
